An opportunity has arisen for an experienced leader to join our Procurement Team as Deputy Head of Procurement and Logistics. The Procurement and Logistics team plays a key role in supporting the delivery of high-quality patient care whilst ensuring value for money is achieved for both the Trust and Leeds Community Healthcare.
The successful candidate will demonstrate strong leadership skills to assist the Head of Procurement in managing, developing and motivating the procurement and logistics staff and to contribute to the continuous improvement of the service and its influence across the organisations.
They will play a pivotal role in contributing to the development and achievement of the Trust's Procurement strategic plan, continuous improvement of the service and workplan.
Main duties of the job
The successful candidate will deputise for the Head of Procurement on both procurement and logistics issues and lead on key projects. The Deputy Head of Procurement will ensure that the service is sensitive, responsive and flexible to the changing needs of the Trust balanced against the need to remain cost effective, the main task being to provide a strong and effective professional management focus leading to the achievement of agreed targets, efficiencies and added value initiatives.
They will promote the benefits of effective procurement by influencing managers and clinicians to embrace the innovative alternatives to contribute towards the overall strategic aim of improving quality of care, whilst providing strong leadership and management of the Procurement and logistics teams to ensure that all Procurement and Logistics activity is effectively delivered in accordance with Trust policy and key partner buying organisations, for example, the Integrated Care System, NHS Supply Chain, North of England Commercial Procurement Collaborative.
They will be able to communicate detailed and complex information using high levels of tact, diplomacy, persuasive and interpersonal skills including when required presentations to all levels of audience.

Job responsibilities
1. Create and manage relationships at corporate, operational and strategic levels in all procurement areas across the Trust, in particular with Divisional Managers, and Integrated Care Systems (ICSs), NHS Supply Chain (NHS SC) and Crown Commercial Services (CCS).
2. Support the delivery of the Trust's Procurement and Logistics Strategy including transformational activities and implement appropriate policies and procedures.
3. Interpret and communicate highly complex legal and specialist procurement information to all levels of the organisation, including at Board, senior management and operational staff levels, ensuring that barriers to understanding from non-specialists are overcome.
4. Undertake formal and informal negotiations with suppliers and customers to determine how to optimise value for money in the procurement of goods and services to meet customers' expectations, whilst delivering savings and added benefit to the process on behalf of the Trust.
5. Make commercial decisions impacting upon service delivery then influence key decision makers to accept change.
6. Deputise for the Head of Procurement in his/her absence on all Procurement Department issues.
7. Liaise with the Head of Procurement to assess the levels of resource required from within the department's contracting function to support the Trust's contracting initiatives.
8. The post holder will have oversight and professional accountability for a portfolio of contracts, primarily above UK Public-sector procurement thresholds. Ensure that all other contracts negotiated via tender processes by junior members of the department are undertaken in a professional manner.
9. Ensure that procurement and logistics staff are sufficiently trained to undertake procurement projects and processes in line with the Trust's Standing Financial Instructions and Standing Orders.
10. Working alongside the Head of Procurement, develop procurement and logistics training and ensure this is delivered to stakeholders across the Trust as and when necessary.
11. Responsible for the analyses and interpretation of legislative requirements, procurement best practice, and Trust needs, ensuring that Trust objectives are met through appropriate specifications and procurement processes.
12. Analyse frequent complex problems relating to procurement and logistics issues and make judgements on financial decisions. Produce written reports and analysis to support decision making.
13. Analyse the procurement needs of the Trust developing medium term planning and detailed annual work plans, adapting plans as required to take account of emerging projects.
14. Proactively drive for rationalization and optimization of the supply base, products and services with due account taken of relevant risk factors ensuring that specifications are fit for purpose and encourage standardization and rationalization of goods and services.
15. Ensure that eCommerce systems are correctly implemented, aligned to both Trust strategy and national and support the smooth operational activities through the provision of quality management information and insights. Support the eCommerce manager in ensuring that data quality is high throughout eCommerce systems.
16. Providing support e.g. product information and product expenditure reports, to the Head of Procurement.
17. Assist the Head of Procurement in the development of long term strategic and operational planning of the Procurement workplan, implementation and support service in line with the aims and strategic direction of the Trust.
18. Support the Head of Procurement to continuously review the procurement team structure to promote innovation to deliver the Trust's objectives and providing opportunities for staff development.
19. Form strong and effective partnership working with Logistics and eCommerce Management to ensure a cohesive procurement service.
20. Assist the Head of Procurement in compiling agreeing and drafting proposed work plans and tender timetables, plan and co-ordinate own workload and that of the Procurement Department to ensure that the workplan is maintained while remaining flexible enough to accommodate operational problems.
21. Ensure compliance with statutory and local policies, standards and procedures as appropriate.
