Position:
The Facilities and Development Manager will play a pivotal role to lead and oversee the environment, maintenance, and upkeep of our homes while supporting the development of new services. This role requires a highly motivated individual who thrives on responsibility and variety. You will manage a team, ensuring that all facilities are maintained to a high standard, operating efficiently and cost-effectively while prioritising safety, compliance, and a person-centred approach.
Purpose of the role:
To lead and manage the environment, maintenance and upkeep of our homes and oversee the development of new services. The role requires someone who can work efficiently and in a cost effective manner ensuring a high standard of operational safety, systemised and logical work style, person centred approach, quality appearance and health and safety compliance. This role requires a motivated individual who will enjoy the responsibility and diversity this role has to offer, from project management, crisis management, negotiations and people management, to compliance, scheduling, budget management and multi-tasking.
Key Responsibilities:
* The Bridge places great emphasis on the quality of its physical environments to improve the lives of the people we support. The role requires a focus around maintaining and actively seeking opportunities for continuous improvement around this objective for new and existing homes.
* Managing relationships with the maintenance team and external contractors for both planned preventative maintenance and reactive tasks from the initial tendering process and contracting, to ongoing performance management and benchmarking against internal targets.
* Ensure contract and project compliance and high standards of work.
* Provide contractor and supplier management to ensure compliance with contracts.
* Negotiate SLA’s and monitor performance.
* Managing the Maintenance team’s workload and deployment (weekly, monthly, annual planning) in addition to their KPIs, vehicles, tools etc.
* Overseeing quality and compliance of completed works and presence on site to ensure delivery of key projects.
* Ensuring that on site contractors and maintenance personnel adhere to health and safety at work regulations.
* Ensuring appropriate risk assessments are in place at appropriate level for work performed on site.
* Monitoring and ensuring compliance with relevant statutory health and safety regulations, for example ensuring completion of annual certification renewals, electrical PAT testing.
* Monitoring and ensuring compliance with relevant CQC regulations ( Regulation 15: Premises and Equipment guidance).
* Carrying out thorough site inspections to monitor the condition and upkeep of our existing homes.
* Managing maintenance reporting, scheduling and costing, as well as ordering and invoicing procedures to ensure an efficient system.
* Controlling maintenance costs and budget planning relating to both internal and external expenditure on existing homes and new developments.
* Oversight of homes bulk ordering to ensure efficient systems of operation that do not run out.
* Record and monitor energy and water consumption, with a view to minimising the use of such resources, and liaise with Finance to assist with tariff selection.
* Oversight of home facilities management in key areas such as vehicles, utilities, property management and building management systems (BMS).
* Driving of green agenda for the organisation to ensure existing homes minimise environmental impact and new homes utilise new technologies.
* Oversight of new build project management to include liaison with contractors around specification, timescales, sub-contracted additions such as BMS, green initiatives, IT and safety and site-set-up.
* Carry out regular building reviews and liaise with building users to identify, track and close any issues.
* Identification of new site opportunities and development of site pipeline.
* Be available out of hours on occasion to deal with escalations on site or to have arranged for appropriate on-call cover with the wider team.
* Dealing with multiple jobs at any one time in a professional manner whilst providing good communication.
* Respond to problems and concerns around building environment and management issues.
* Ensure compliance certification is up to date and maintained.
* Oversee waste management, including bins and skips, to ensure proper disposal and adherence to regulations.
