Rate of Pay: £55.74 - £75.79 per Hour
Summary:
Swindon Borough Council is seeking a highly skilled and experienced Head of Client Housing Technical Services to lead our Housing Technical Client Team. This is a senior leadership role responsible for driving the strategic delivery of housing asset management, compliance, capital investment, and technical client oversight. You will work collaboratively with internal stakeholders and the housing operations contractor to ensure the council's housing stock is safe, compliant, and well maintained.
Responsibilities:
1. Lead the delivery and review of the Housing Asset Management Plan, HRA Business Plan, and annual service plans.
2. Oversee compliance with all statutory regulations including health & safety, gas, water, asbestos, electrical, and fire safety.
3. Monitor performance of housing repairs and investment through strategic KPIs.
4. Manage capital works budgeting and ensure effective project delivery within approved budgets.
5. Ensure readiness for inspections by the Housing Regulator and compliance with Consumer Standards.
6. Provide expert technical advice to the Director and leadership team.
Qualifications:
1. Chartered Surveyor (MRICS or equivalent)
2. Member of the Royal Institution of Chartered Surveyors (RICS)
3. Valid UK Driving Licence
Experience:
1. Proven senior leadership in housing services, ideally within a local authority environment
2. Extensive knowledge of housing legislation, compliance standards, and asset management
3. Experience managing large budgets, including HRA Business Plans and capital works
4. Strong understanding of health & safety, regulatory compliance, and risk management
5. Demonstrated ability to lead professional teams and manage complex projects
6. Experience working with elected members, stakeholders, and tenant/resident groups
