Description Job Description Are you looking for the opportunity to shape the development and then delivery of an implementation plan which secures the confidence of Scottish Ministers and policing partners? This is an exciting time to join the Police Division as the Police (Ethics, Conduct and Scrutiny) (Scotland) Bill has been passed by the Scottish Parliament in January 2025. You will be part of the team leading on implementation of the Dame Elish recommendations and the Bill. As part of the Safer Communities Directorate, you will support the delivery of a modern and diverse, fit for purpose, sustainable Scottish policing system by setting the strategic policy direction and legal framework for policing in Scotland. You will lead work with stakeholders from across the Scottish Government, policing partners in Scotland (e.g. Police Scotland, Scottish Police Authority, His Majesty’s Inspectorate of Constabulary in Scotland, Police Investigations and Review Commissioner, and the Crown Office), as well as the Scottish Government’s legal team. You should be politically astute, with experience of developing complex policy in conjunction with stakeholders. Responsibilities Oversee co-ordination and implementation of the legislative programme for primary and secondary legislation associated with the PECS Act and Dame Elish recommendations, working closely with Police Division colleagues and SGLD. Policy responsibility for specific areas within the legislative programme, including the development of policy positions and instruction of legal drafting on secondary legislation. Produce accompanying SSI documents, including Policy Notes and relevant impact assessments. Maintaining strong and collaborative relationships with policing stakeholders and colleagues in the UK Government through the implementation phase and beyond. Be an active member of Police Division, providing resilience and willingness to work across boundaries to support corporate and divisional priorities. Overseeing the delivery of effective support to Ministers, through timely and efficient provision of correspondence, Freedom of Information requests, Parliamentary Questions and other relevant business.
