To provide the necessary expertise, guidance and challenge to the Route Managing Director and their management team for the financial and commercial control of all business activities. Lead and motivate the finance and contracts & procurement teams to achieve world class levels of business partnering.
To direct the route in all aspects of financial control, planning and management, business analysis to comply with corporate financial standards and policies. To work with the Route Managing Director to deliver the efficiency targets required of a devolved route.
This role can either be based in Basingstoke or London
About the role (External)
1. To drive business improvement and efficiency. Be the primary interface with regulator for future route based regulation.
2. Lead the routes strategic business planning process, delivering a plan which is aligned to the NR strategic business plan and meets its outputs whilst delivering outputs defined by route agreements.
3. Lead and motivate the teams so as to provide a World Class service to the business, as business partners the teams should provide an efficient and effective service.
4. Drive innovation and commercial acumen with the route business to exploit opportunities to increase performance and FPM.
5. Provide direction and support to the Route C&P Manager in satisfying supply chain demand within the performance, financial and geographic boundaries of the route.
6. Lead the route Investment process, providing financial input so that the right business decision is reached for the asset.
7. Carry out rigorous business case appraisal for investment decisions, challenging risks, opportunities and contracting strategies.
8. Lead the route corporate governance strategy, so that compliance is maintained with proper accounting practices and C&P policies and strategies. Uphold financial disciplines and controls across the devolved route business.
9. Establish and carry out Business review process of the operating units with the Route Managing Director.
10. Establish and lead a process which manages risks associated with customer and supplier joint ventures and lead the risk and assurance process and interface with internal and external audit activities.
11. Develop and maintain relationships with key internal and external stakeholders, providing financial and commercial expertise in customer/supplier negotiations as appropriate.
12. Manage Commercial claims resolution within the operating unit.
13. Contribute to the acquisition of funding support and effectively oversee the funding process, raising alternative sources of finance to traditional sources in conjunction with relevant stakeholders.
· Full membership of relevant professional body with demonstrable relevant post qualification experience
· Strong functional leadership with proven success in the business planning process that requires extensive stakeholder communication and relationship management
· Proven success in building and leading high performing teams on major initiatives including capital development programmes
· Experience of working within a regulated environment or with an interface to government, or government owned bodies
· Experience within at least 2 different finance disciplines within Network Rail and/or external organisations
· Relevant experience in procurement, negotiation and the commercial management of suppliers
· Strong commercial focus and experience of developing commercial strategies
