Job Title: Residential Homes Manager

Job Purpose: Oldham Council is seeking a dedicated and experienced Residential Homes Manager to oversee the day-to-day management of our residential establishments. As the Registered Manager, you will ensure compliance with the Children’s Homes Regulations and Quality Standards 2015, providing a safe and nurturing environment for children and young people.
Key Responsibilities:
1. Manage the residential home(s) in accordance with local authority policies and legal frameworks.
2. Provide care, support, and nurture to maintain the emotional and physical well-being of children and young people.
3. Ensure the home meets or exceeds Quality Standards as per the Children’s Homes Regulations 2015.
4. Develop, implement, review, and record care plans in collaboration with Field Social Workers.
5. Contribute to the development of Child Care Services and professional standards.
6. Maintain and establish contacts with external agencies, including schools, health services, and family members.
7. Supervise and develop staff, ensuring departmental objectives and legal standards are met.
8. Write and monitor Team and Business Plans, and implement Action Plans from Ofsted Inspection Reports.
9. Manage budgets and ensure spending is within set limits.
10. Participate in an Out of Hours ‘On Call’ System, providing support and advice to all children’s homes.

Person Specification:
Essential:
1. Level 5 Diploma in Leadership for Residential Childcare or equivalent (or willingness to complete within the regulatory timescale).
2. Experience in providing and leading in a residential social care setting.
3. Experience in supervising and recruiting staff in line with Council policies and Children’s Homes Regulations.
4. Experience as an NVQ Assessor or Internal Verifier.
5. Knowledge of safeguarding, child development, and childcare legislation.
Desirable:
1. Additional qualifications or experience relevant to the role.
Work Circumstances:
1. Ability to work outside office hours, including weekends and evenings.
2. Ability to travel independently across the Borough.
