Role Summary
We are seeking an experienced Business Analyst to support the end-to-end delivery of a high-impact, user-focused, real-time data aggregation and reporting platform for UK-wide services. The solution enables regulated entities to share business-critical data, which is then validated, aggregated, and shared with downstream consumers via open APIs and flat file exports.
This role spans the Discovery through to BAU phases and includes eliciting, analysing, and documenting business, user, and technical requirements across multiple stakeholder groups including central government departments, regulated businesses, enforcement agencies, and third-party data consumers

Key Responsibilities
Discovery & Alpha
* Conduct stakeholder analysis and map out current user journeys and data sharing models, including input from diverse organisations (e.g. SMEs, enterprises, digital platforms).
* Gather, validate, and document user and non-functional requirements across all user groups, including data providers, data recipients, enforcement bodies, and consumers.
* Work with Product Managers and Service Designers to articulate the end-to-end service vision and deconstruct it into measurable outcomes.
* Identify and document regulatory, operational, and data compliance requirements including reporting SLAs, input/output formats, and enforcement rules.
* Contribute to agile ceremonies (backlog refinement, sprint planning, retrospectives) and maintain the product backlog in collaboration with delivery teams.
Beta & Implementation
* Support the definition of acceptance criteria and mapping of user stories to service features, APIs, data models, and technical integration points.
* Facilitate workshops and playback sessions to validate assumptions and conduct gap analyses across system components and partner requirements.
* Collaborate with developers, testers, and DevOps to ensure alignment between user needs and system functionality.
* Maintain and update traceability matrices across features, technical components, regulations, and service standards.
* Assist in coordinating and documenting test scenarios for service assessments, private/public beta launches, and data quality validation.
BAU Preparation & Transition
* Refine and document operational support processes, escalation paths, onboarding workflows, and change request handling protocols.
* Gather feedback and lessons learned during early launches to iterate requirements and improve end-user documentation and training.
* Work with business owners to define key KPIs, monitoring metrics, and reporting templates for long-term service evaluation.

Essential Skills & Experience
* Proven experience (4+ years) as a Business Analyst working on complex, data-driven, public sector or regulated digital services.
* Strong background in:
o Requirements gathering and user story development
o Process mapping (As-Is / To-Be), service blueprints, user journey design
o Data modelling and documentation of structured data requirements (CSV, JSON, API schemas)
* Ability to engage diverse stakeholder groups and translate technical requirements into accessible, value-driven artefacts.
* Familiarity with Agile delivery frameworks (Scrum, Kanban) and supporting tools (Jira, Trello, Confluence, Miro).
* Experience working on services subject to GOV.UK Digital Service Standards and service assessments (Discovery, Alpha, Beta).
* Strong knowledge of information governance, data validation, and data quality concepts.

* Experience with platforms involving real-time data sharing, API-driven architectures, or regulated compliance reporting.
* Previous engagement with enforcement or regulatory bodies and understanding of policy-to-technology translation.
* Exposure to data standards development, public data publication, and open data platforms.
* Understanding of monitoring and KPI reporting needs for service operations.

Qualifications
* Degree in Business Analysis, Computer Science, Public Policy, or related field – or equivalent professional experience.
* Certifications such as IIBA CBAP/CCBA, BCS Business Analysis, Agile BA, or similar are highly desirable.
