JOB PURPOSE
As part of our ambitious growth plans, and successful award of Government funding we are seeking to recruit a new Head of Regeneration and Development. This key role will lead regeneration, commercial development and large scale infrastructure projects to deliver Rochdale Borough’s Growth Plan and RDA Business Plan. The Head of Regeneration & Development will play a central role in driving transformational growth, unlocking strategic opportunities and delivering the borough's regeneration priorities.
This role presents an exciting opportunity to capitalise on existing investments and drive future growth, shaping an inspiring vision and implementing a robust plan to turn it into reality. You will strategically coordinate programmes and partnerships that support Rochdale’s socio-economic objectives, with a focus on transformative schemes that enhance the built environment and promote sustainable growth. This includes:
1. The Atom Valley Mayoral Development Zone (MDZ) is one of six growth locations in Greater Manchester (GM) and includes significant parts of Bury, Oldham and Rochdale local authority areas. Unmatched in its size and scale in Greater Manchester, it will create 1.6 million square metres of employment land for industrial uses and 7,000 zero carbon homes across three development sites, creating 20,000 new good quality jobs. It offers the greatest opportunity to deliver transformational economic growth in the north and east of the GM conurbation and improve people’s lives.
2. The Rail Corridor Strategy is an ambitious programme of work along the Calder Valley Line, running through Rochdale. With five rail stations in the borough, Rochdale’s exceptional transport links present a major regeneration opportunity. Capacity for 7000 new homes has been identified and these will be developed in conjunction with a number of employment & leisure opportunities. Working closely with key stakeholders, around each station we want to invest in new housing, walking & cycling routes, park & ride facilities, and new public realm & community spaces.
3. The Town Centre Masterplans for Heywood, Littleborough, Middleton, and Rochdale showcase ambitious visions that emphasise the strategic significance of the borough's town centres. These plans highlight opportunities for growth and revitalisation, including the creation of new homes, enhanced connectivity, and the attraction of new businesses, all aimed at fostering long-term prosperity and sustainability.
We are seeking an exceptional strategic leader to guide and manage teams focused on project management and property management. As a key member of the RDA Senior Leadership Team, you will collaborate with other service areas, including Culture and Placemaking, to maximise investment opportunities and drive socio-economic prosperity. You will work closely with key stakeholders, such as the Greater Manchester Combined Authority, government bodies, and both public and private sector partners, to design and implement high-impact schemes. It is essential that you ensure RDA’s regeneration and development priorities align with the strategic goals of Rochdale Council, improving connectivity, increasing residential and commercial floorspace and high quality development across the borough.
