If so, wed love to hear from you Job description As a Enforcement Policy Manager you will provide leadership to either a specific enforcement service or number of products which enable the delivery of the enforcement service having end-to-end responsibility for all aspects of those products, whomever they are delivered by, and driving continual improvement and transformation of them. The post holder will do this by fully understanding the customer/end-user requirements along with the policy, legislation and regulations governing the product to enable the delivery of an effective, efficient and enviable service. The role is part of a wider policy team and enforcement service, which will include internal, and where relevant, external partners. The post holder will therefore provide advice and influence stakeholders during decision and policy-making processes. Person specification To be successful in this role you will have excellent stakeholder management experience working with diverse stakeholders to achieve a common goal. You will have strong communication skills with the ability to challenge when necessary and influence. You are a team player and can work collaboratively with other stakeholders and policy teams. You will use your initiative towards driving innovation in your policy area, being proactive when finding solutions to problems. You can see the big picture, linking industries and government priorities to how they piece together ensuring vehicle safety. You will use your experience and knowledge of change management tools and techniques to deliver change. You will have experience of working in a technical vehicle environment with a working knowledge of the products and capabilities particularly on roadworthiness compliance e.g. safety critical components in vehicle mechanics such as tyres, brakes etc. This will include the policies and processes related to the service and the environment in which they operate. As part of the role, you will be required to travel. Limited travel in Europe may be required. There may be an occasional requirement to work late evenings or weekends to support service improvement activities As an Enforcement Policy Manager your role will include, but will not be limited to: Working with senior enforcement managers, develop the vision of the enforcement product (s) and ensure it is effectively communicated to the immediate and wider service team and relevant key stakeholders. The wider service team will include representatives from Operations, Communications, Digital Services and Technology, Human Resources, Learning and Development, Estates and Finance. As part of the overall enforcement service provision design and develop enforcement product(s) from inception of legislation through to implementation and if necessary closure which will include responses to technical progress, legislative changes and customer-led demand in order to improve the overall effectiveness of the product(s) and overall service provision; ensuring that the customer is at heart of any decision making. Working with the Service Manager, ensure that the business benefits these developments were designed to bring are achieved. Define the standards, quality expectations, service levels and any required process specifications for the product(s) ensuring that operational or delivery staff and/or third party partners understand what is required of them to enable them to deliver often complex requirements. Provide subject matter expertise as required including draft responses to high priority correspondence, parliamentary questions, ministerial briefings and Freedom of Information requests. Provide leadership and guidance to a range of stakeholders by establishing and building strong partnerships and encouraging collaborative working with the wider service team and key stakeholders (internal and external) on service and product development to ensure the effective implementation and development of the product(s). Execute management responsibilities effectively and in line with DVSA policies and processes, working with, leading and acting as a role model for team members and colleagues in line with Civil Service values. Liaise with all relevant departments and wider service team, to ensure that internal and external customer needs are met and that these requirements are fully communicated throughout the business. Additional Information This role can be based in Birmingham, Bristol, Leeds, Newcastle, Nottingham or Swansea, your presence at one of these locations will form part of the working arrangements agreed with you. We operate a hybrid working model giving you greater flexibility about where and when you work. Our expectation is that you will spend a minimum 60% of your time at your base location. Visits to other DVSA sites or work locations count towards this.
