Main duties of the job
We are seeking a dedicated and experienced Commissioning Manager to join our County Durham Local Delivery Team at North East and North Cumbria Integrated Care Board. We are committed to providing high-quality care and support to our community.
About us
Our Integrated Care Board (ICB) is the largest in the country and is responsible for ensuring that high-quality and safe health services are accessible to all of our communities. It has a wide range of functions, including promoting integration of health and care services, improving people's health and well-being, and reducing health inequalities.
With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria, the ICB also works at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams collaborate with our 67 primary care networks, which are groups of local GP practices, social care teams, and other community-based area providers.
The ICB works with our Provider Collaborative, which includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.
Job responsibilities
The role is to support the Adults Portfolio in Durham and will involve the successful candidate being a lead for respiratory and frailty. A specific focus of the role will be to lead on the development and implementation of a new Primary Care led frailty model.
Person Specification
Qualifications
* Educated to master's level or equivalent experience of working at a senior level in the primary care commissioning and transformation area.
* Evidence of Continued Professional Development (CPD).
* Extensive knowledge of mental health, learning disability, autism/neurodiversity, children's, community, and out-of-hospital commissioning and transformation areas acquired through postgraduate diploma or equivalent experience or training.
* Evidence of post-qualifying and continuing professional development.
* Understanding of the background to, aims of current healthcare policy, and appreciation of the implications of this on engagement.
* Appreciation of the relationship between the ICB and individual provider and commissioning organisations.
Experience
* Experience of managing and motivating a team/virtual team and reviewing performance of individuals.
* Experience of identifying and interpreting national policy.
* Ability to provide and receive highly complex, sensitive, or contentious information, negotiate with senior stakeholders on difficult issues, and present complex information to large groups.
* Ability to negotiate on difficult and controversial issues including performance and change.
* Ability to analyse complex facts and situations and develop a range of options.
* Ability to make decisions autonomously on difficult issues where there may be several courses of action, working to tight and often changing timescales.
* Demonstrates a strong desire to improve performance and make a difference by focusing on goals.
* Must be able to prioritise own work effectively and direct activities of others.
* Must be able to use initiative to decide relevant actions and make recommendations with the aim of improving deliverables and compliance to policies.
