Our client is currently recruiting for an experienced Cost Estimator to join the Services Team in Grangemouth, on a temporary basis (up to 6 months).
Candidates must be UK resident and commutable to Grangemouth
Purpose of the role:
To prepare various classes of cost estimates for each Project and TAR stage for all Capital and Exceptional Maintenance (EM) expenditure in the Refinery, to allow key decisions to be made and budgets to be prepared for sanction and cost management.
Key Accountabilities:
Prepare 'Total Installed Cost¿ estimates to various levels of accuracy
1. Collect, analyse and review data relevant to schemes proposed by the Asset Engineers/Development Engineers/Project Managers and compile (Order of Magnitude) estimates for inclusion in asset business plans.
2. Establish with Project/TAR Manager/Lead Engineer, the outline WBS (Work Breakdown Structure) to ensure estimates are prepared to reflect anticipated project implementation and programme.
3. Review and benchmark man-hour estimates prepared by in-house design contractors
4. Provide specialist advice and input as required during tender evaluation
5. Provide estimating checks for Project/TAR Managers/Lead Engineers on sub-contract quotes for additional works/site variations and compile and provide estimates of changes to project scope leading to revised estimates as required.
6. Monitor current market conditions/rates and anticipate market fluctuations, develop and maintain estimating data and historical information
7. Lead the Continuous Improvement process.
8. Review and endorse estimates prepared by onsite construction contractors to ensure quality and accuracy of information.
9. Provide ad-hoc estimating expertise
10. Analyse Project out-turn costs versus estimate to assess trends and highlight areas for improvement.
Education/Experience:
11. Graduate Quantity Surveying or similar qualification
12. Min. 5yrs experience in estimator role preferably within the Oil & Gas industry.
13. Able to work proactively to gather and assess quality of estimate information.
14. Able to provide a service to a multi client environment.
15. Knowledge of estimating practices within a Project and TAR environment to a high standard.
16. Ability to use, manipulate and organise systems to obtain greatest benefit.
17. Able to interface and provide a service to many different Managers, Leaders and Businesses.
