Wakefield Council is seeking a dedicated Bridge Engineer to assist in the effective management, inspection, maintenance, and strengthening of highway structures within the district. This role involves maintaining and updating the register of highway structures, including bridges, culverts, subways, footbridges, sign gantries, and retaining walls. The successful candidate will contribute to maintaining structure records, including record drawings, and support the preparation and management of inspection and maintenance programmes.
Key responsibilities include conducting General, Principal, and Special Inspections of highway structures, identifying and recording future maintenance needs, and calculating Bridge Condition Indicator (BCI) scores for individual structures and the overall network. The role also involves assisting in the planning and delivery of strengthening and maintenance programmes, preparing feasibility studies, cost estimates, and contract documents in line with current standards. The Bridge Engineer will provide data for monitoring the Capital Budget for Bridge Strengthening and Maintenance, as well as the Highway Structures Revenue Budget, ensuring financial efficiency in project delivery.
The postholder will undertake the role of CDM Designer, ensuring compliance with Construction (Design and Management) regulations, and supervise strengthening and maintenance works to ensure timely and budget-compliant delivery. They will also prepare briefs for projects assigned to external consultants under the Framework Contract and ensure that externally submitted schemes comply with relevant design standards, procedures, and council policies. Additionally, the role requires liaising with other bridge owners responsible for structures carrying the public highway to address network-related issues and developing positive relationships with external stakeholders, partners, and customers to support the successful delivery of engineering projects.
A strong understanding of relevant standards, including the DMRB, BD Standards, and Eurocodes, along with asset management principles and BCI calculations, is essential. Candidates should possess technical skills in preparing reports, feasibility studies, and cost estimates, as well as project management and organisational abilities. Familiarity with CDM regulations and health & safety requirements is crucial.
