NHS Norfolk and Waveney Integrated Care Board (ICB) plans and buys healthcare services for our local population. We are accountable for the performance and finances of the NHS across Norfolk and Waveney – a total budget of £2 billion a year. Known as NHS Norfolk and Waveney, the organisation works with local people, health and care professionals, and partner organisations to improve the health and wellbeing of our population.
The organisation is part of the Norfolk and Waveney Integrated Care System. A system dedicated to working with partners in local government, the voluntary sector and others and helping the NHS to support broader social and economic development and to tackle inequalities in health outcomes.

Job overview
The post holder will:
* Support the transformation and delivery of health and care programmes across Place, taking a lead role to develop and deliver the range of national, ICS and locality strategies and priorities including, but not limited to, Primary Care Networks, Integrated Neighbourhood development, Ageing Well Programme, Urgent and Emergency Care, and local operational surge and winter plans across health and care.
* Support Place to ensure that projects are planned and managed effectively and take the lead in assisting in their successful delivery.
* Manage projects which will drive change and integration within our local system providers as well as ensuring value for money in planning, commissioning, and service provision. This will include identifying and if appropriate addressing variation.
Main duties of the job
* Enabling collaborative planning, designing and delivery of local provision that supports people to live healthy, independent and dignified lives, with a particular emphasis on Urgent & Emergency Care. This will include models of care relating to admission avoidance and discharge to promote reablement and recovery.
* Influencing and implementing integrated solutions that positively impact on the health of our population, that address their needs effectively and enable individuals to live well.
* Work with other organisations, collaboratively, to coordinate and deliver transformation, resilience and sustainability of our local health and care system. This will include areas of focus such as Virtual Ward, Same Day Emergency Care and development of alternatives to A&E.
* Support the development and implementation of initiatives that support flow of our health and care systems in conjunction with our partners. This will include local operational surge and resilience plans, particularly for Winter across health and care.

Working for our organisation
The NHS Norfolk and Waveney Integrated Care Board was formed on 1st July 2022. Our primary responsibility is to commission health services for the 1.1 million people in Norfolk and Waveney who are cared for by our member GP practices. We are "clinically-led" which means NHS doctors and nurses take the decisions, supported by a team of experienced NHS managers.
Much of our work is delivered in partnership with key stakeholders, including colleagues within localities and local providers such as our three acute hospitals, community trusts, independent providers and the voluntary and community sector. The post holder will be expected to have good communication skills to operate effectively with our stakeholders and maintain professionalism and good relationships.
Detailed job description and main responsibilities
In addition to the main duties:
* The post holder will be required to maintain constructive relationships with a broad range of internal and external stakeholders.
* Participate in relevant internal and external transformation working groups/projects, services and initiatives to provide, information and analytical advice and expertise.
* Develop and implement data collection systems that will provide accurate and timely data.
* Present information and issues, explaining highly complex issues, to a wide range of internal and external stakeholders.
* Provide coordination of and participate in relevant internal and external transformation working groups relating to urgent and emergency care including HomeFirst.
* Provide relevant and timely specialist advice and guidance on own portfolio of projects/function.
* Work with members of the Team to investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions.
* Management of a risk and issues tracking mechanism and its proactive resolution and escalation processes.
Person specification
* Educated to degree level or equivalent level or significant experience of working at a similar level.
* Demonstrated experience of co-ordinating projects in complex and challenging environments.
* Significant experience of successfully operating in a politically sensitive environment.
* Understanding of the public sector.
* Demonstrated experience in a Healthcare environment.
* Comprehensive knowledge of project principles, techniques and tools, such as Prince 2.
* Ability to produce concise yet insightful communications for dissemination to senior stakeholders.
* Experience of creating and giving presentations to a varied group of stakeholders.
* Demonstrate capability to act upon incomplete info, using experience to make inferences & decisions.
* Knowledge of Financial Systems e.g. monitoring budget management, invoices and procurement.
Hybrid Working
The ICB operates a flexible approach to working. It is expected the majority of our staff will work from a combination of home and office (where possible). For staff designated in a hybrid role they should have a safe and suitable place to work with Broadband access and space for a desk, chair and monitors. At interview a discussion will take place between the recruiting manager and the candidate to ensure they are clear on what is expected.
