Working in a key role as part of the service redesign team for the Tameside locality within Greater Manchester Integrated Care Board (NHSGM). The post holder will be required to work closely with partners in the Tameside locality as well as at Greater Manchester to lead transformational programmes of work and ensure high quality services for the Tameside population focussing particularly on Mental Health, Learning Disabilities and Autism services.
Main duties of the job
* Working with Greater Manchester Mental Health team, lead locality led programmes and effective all-age system-wide commissioning of mental health and learning disability services that support people to live well and lead healthy lives remaining as independent as possible. Lead and support the development of new and existing work programmes with partners across Tameside.
* Support the delivery of strategic change programmes and service-level transformation alongside Clinical and Professional leaders.
* Take a leadership role in supporting the Tameside Provider Partnership and constituent partners to design, develop and deliver service redesign plans and performance frameworks.
* Effectively manage teams and work programmes that support commissioning and pathway redesign that reduce health inequalities.
Job responsibilities
* Lead a series of short, medium and long-term strategic programmes to deliver reform and service improvement with significant impact across health and care settings for mental health and learning disabilities and autism services. These programmes will deliver service improvement priorities for development and redesign which will positively impact on the health and wellbeing of the public.
* Ensure the outcomes of service redesign projects deliver against local and national requirements, developing services towards greater provision outside of hospital and a shift in investment to community care, preventive and health and wellness services.
* Responsible for managing and supporting agreed projects across strategy areas that deliver the strategic objectives of Tameside locality, including local and national priorities.
* Lead a number of complex high profile work programmes to be delivered to tight timescales.
* Ensure that project plans and system specifications are produced to a high standard and that projects meet key milestones across the task and finish groups.
* Ensure that patients/users and carers, are engaged in the development of service specifications.

Qualifications
* Masters or equivalent experience
* Senior management of successful Change Projects.
* Postgraduate qualification - health or management related
Skills, Knowledge and Experience
* Minimum of 5 years NHS/Public Sector/ VCS management experience
* Demonstrable significant experience of establishing, leading and delivering complex service redesign within agreed timescales and working in effective partnerships with service users, clinicians and other stakeholders.
* Significant demonstrable experience of working across organisations, including Mental Health, VCFSE, acute, community and primary care.
* Demonstrable experience of leading the development of commissioning proposals.
* Understanding and awareness of National and Local Health and Social Care Policy context, including national service frameworks, NICE guidelines, Commissioning for Health & Well Being, Better Care Fund, GM Strategy and Care Together, statutory inspections.
* Understanding of health needs and needs assessment in service development/redesign.
* Significant experience and knowledge of Planning systems in health and social care, Commissioning for outcome, Role of commissioning and contracting in securing high quality services and Performance Management of services.
* Excellent IT skills for the production of high quality reports and data analysis to inform decision making.
* Experience of influencing stakeholders and partners to deliver complex change.
* Excellent communication skills with an ability to deliver complex and sometimes challenging information to a wide range of stakeholders.
* Knowledge of the role of clinical governance and Quality in commissioning.
* Knowledge of primary care, secondary care and voluntary sector contracting arrangements.
