Brief Description
This is an exciting opportunity to join the Renewals and Minor Enhancements Portfolio within the Eastern Routes Capital Programmes team delivering a variety of Building's renewals as well as third-party funded Minor Enhancements.
As a Portfolio Manager you will be responsible for supporting the Lead Portfolio and Senior Portfolio Manager to deliver a range of projects including station platform and canopy renewals, station refurbishments as well as minor enhancements such as footbridge and station entrance enhancements as part of a larger programme of works.
Responsibilities will include ensuring projects are delivered to time, quality and budget as well as engaging with various stakeholders to ensure access is available whilst minimising disruption to station users and TOCs/FOCs
About the role (External)
Key Accountabilities
1. Handle the production of a robust development and approval in principle for assigned projects, focussing on specific and measurable outcomes, benefits and requirements, to allow an unambiguous procurement exercise and efficient contract award.
2. Identify and contribute to the securing of optimum options for clients and funders. Analyse various schedule and cost options, contribute to the planning, alignment and delivery of the assigned projects.
3. Find ways to balance affordability, deliverability, and minimal impact on colleagues for assigned projects in line with Putting Passenger First Principles.
4. Implement funding mechanisms for assigned projects to secure optimum incremental funding, embodying and promoting project SPEED and PACE Principles in the approach to investment proposals and decisions.
5. Specify appropriate, specific and measurable KPI / KRA into the pre-contract documentation for assigned projects to provide a foundation for active monitoring and measurement throughout the contract phase.
6. Implement established contracting and procurement strategies for assigned projects within Legislative, Corporate Governance and procurement guidelines, embracing Agile Client Principles to transfer delivery and integration responsibility to the supply chain wherever appropriate.
7. Evaluate supplier proposals to support timely contract award for assigned projects, in alignment with the overall programme objectives and strategic objectives of the Portfolio or Major Project.
8. Implement the strategy for the contracting and financial authorisation processes of assigned projects to support a timely, risk handled approach to contract award, embodying Agile Client and PACE principles.
9. Assist in the facilitation and contribute to the management of a dynamic programme of Three Lines of Defence Level 1 assurance reviews within assigned projects. Maintain the measurement and monitoring of discharged and delegated responsibilities for assigned projects, generally for core systems and processes compliance, with particular focus on responsibilities under the Construction Design Management 2015 regulations.
10. Monitor the assurance framework appropriate to the stages of assigned projects, review the supply chain compliance with standard requirements and those identified in the specification stage and also the core requirements of delivering safely to time, cost and quality.
Job Skills, Experience and Qualifications
Essential
11. Educated to degree level in a relevant subject area or equivalent experience.
12. Membership (or working towards membership) of the Association for Project Management.
13. Achieved PRINCE2 Foundation or equivalent.
14. Successful relevant experience including experience of contracting and project delivery.
15. Knowledge and experience of project budget management.
16. Project safety management and Health and Safety legislation knowledge.
17. Knowledge of the Construction (Design and Management) Regulations 2015.
18. Understanding of procurement principles and processes.
19. Understanding and previous application of assurance principles and processes.
20. Knowledge of the Three Lines of Defence Assurance Model.
21. Validated experience of effective team working, helping and supporting others and sharing knowledge skills and experience.
22. Confirmed experience of seeking ways to improve ways of working, being open to change and doing things differently.
23. Shown experience of being focussed on their own and others safety and in understanding the implications of their behaviour and the safety rules.
24. Shown understanding of how the role influences the customers' experience.
25. Proven experience of having a positive attitude about work, change and demonstrating positive working behaviours.

28. Knowledge of Network Rail’s Project, Investment, Commercial and Procurement practices.
