Its role is to deliver a Fire and Rescue service to Defence in order to safeguard life, assets, activities and the environment from the effects of fire and other related emergencies, and to provide specialist support to enable stakeholders across Defence to manage their risks from fire effectively. DFR is led by MODs Chief Fire Officer (CFO) who, working closely with customers across Defence, has overarching responsibility for ensuring that Defences Fire Risk Management (FRM) needs are met. Significant elements of Defences F&R requirements are delivered through Cat A first generation outsourcing contract with an Industry service provider (DFRP contract). This provides an important context to many aspects of this role. This job is advertised at 37 hours per week Job description An exciting opportunity has become available within DFR for a confident and experienced individual for the role of PMO and Information Manager. This role is a key one in DFR HQ with responsibility for the coordination, oversight, management, development and performance of DFRs complex Governance structure. Additionally the role will cover day to day management of PMO activity including oversight of activities conducted by the Risk Manager and Project Management team (2 x SEO, 1 x HEO). The role manages DFRs Secretariat function (e.g. addressing matters such as FOIs and Parliamentary business in liaison with Air TLB Sec), DFR stakeholder engagement and communications responsibilities in addition to overseeing the HQs Coord/Support function. The role will have significant management responsibility with direct line management of 1 x HEO and a Band D and E1 in management chain The role reports to DFR HQ Strategic Lead Corporate Services The role responsibilities include, but are not restricted to: Developing PMO and Corporate Services controls and processes they are efficient and consistent. This will include writing instructions and guidance and developing process maps using MS Office functions Managing PMO activities and resource to ensure that priorities are met Development of documents to support DFR corporate management and stakeholder engagement activities Manage DFRP and DFR HQ, and F&R governance arrangements, ensuring that meetings are planned, supported, and actions tracked. Direct support to Defence Fire Safety Leadership Board Supporting Def CFO and DFR HQ in the drafting and development of strategic papers and communications material DFR Lead on Secretariat matters, including Parliamentary Questions, FOIs and Parliamentary correspondence Management of Business Agreements between DFR and its customers across Defence. Focal point within DFR HQ for issues arising associated with DFRP contract approvals (including development of Information Notes / Review Notes as required Management of a small team, with direct line management of 1 x HEO, ensuring the team provides a coherent and professional approach to governance DFR HQ Hybrid Working Arrangements - DFR HQ currently operates a hybrid working arrangement which, subject to business needs. allows for a mix of remote and office working. These arrangements, which may be subject to adjustment in response to changes in business and/or higher organisational requirements, currently expect Civil Servants to spend a minimum of 60% of their working time face to face with colleagues either in office or on official business rather than at home. It is essential than any candidate for this role can ensure their attendance in Andover for this period, notwithstanding attendance at other sites as required. Person specification The successful candidate should: Have excellent leadership skills, have managed people extensively with good communication skills (across all mediums) Have exemplary written skills and be able to produce a Defence standard document often at short notice. DFR is a demanding environment and the role requires an ability to manage time and work efficiently. An ability to manage multiple areas of complex work is required ensuring all are delivered to a high standard. Demonstrate an ability to apply an array of effective verbal and non-verbal communication styles to suit the needs of the audience Have an ability to work to challenging deadlines Possess an ability to prioritise and manage disparate and concurrent tasks Be conversant with the suite of O365 tools. Experience of developing documents in these areas is required Experience of a PMO is not essential but the ability to interact professionally with senior stakeholders, both civilian and military is required.
