The post holder will be responsible for supporting the development of data analysis and reporting systems for the Governance Team, ensuring that robust and efficient systems are in place to enable the Trust to report effectively and maintain oversight of its key quality and safety requirements. The post holder will be responsible for producing, and under supervision analysing, interpreting and delivering high quality, consistent and timely data that support these requirements.

Main duties of the job
The post holder is the Trust facilitator for the Risk Management System and under supervision will manage and develop the system to meet the changing reporting needs of the Trust for patient safety, risk and quality.
The post holder will ensure any changes in design or functionality of the database do not impact on the continued ability to extract reports on previous Trust structures, necessary for specialist reports e.g., Freedom of Information requests.
The post holder will be the in-house specialist for the database used throughout the Trust, supporting the provision of Trust wide support and training to staff at all levels. The post holder will confirm to the Head of Patient Safety & Risk Management, that the information provided within the database is appropriate and meets key national and Trust requirements. In addition, they will also report to the Head of Patient Safety & Risk Management for consideration and decision, required changes in order to facilitate the production of meaningful reports and to maintain data quality and adherence to the Data Protection Act 2018.
The post holder will under supervision be responsible for the development, management and maintenance of the Trust Risk and Incident Management System, across a series of modules (Incidents, Complaints, PALs, Claims, Contacts, Safety Alerts and Risk).

Job responsibilities
* The post holder will work closely with the Head of Patient Safety & Risk Management, supporting the Risk Management Team and Directorate Governance Leads in the referral of reported incidents back to relevant managers and other healthcare providers, maintaining an audit trail of communications.
* The post holder will report to the Head of Patient Safety & Risk Management issues relating to the maintaining and the update of the risk management software, to ensure it continues to meet the requirements of the National Reporting and Learning System (NRLS)/LfPSE and other quality, patient safety and assurance requirements and national developments.
* The post holder will be a member of the Risk and Incident Management System User Group. This group will oversee and agree any changes to the structure and functionality of the Risk and Incident Management System.
* The post holder will complete the submission of Patient Safety data on a regular basis (at least once a week), to the NRLS and complete the six-monthly reconciliation updates and be familiar with the NRLS reporting standards. As LfPSE is introduced to replace the NRLS, work in line with agreed processes for uploading incidents.
* The post holder acts as nominated advice point for other NHS bodies developing reporting databases linked to NRLS/LfPSE. The post holder under supervision will review and update the design, making any changes necessary, to the electronic reporting forms, to ensure the capture of relevant data and to maintain compliance with national standards, whilst supporting end-user experience.
* The post holder under direction of the Head of Patient Safety & Risk Management, oversee the reporting of confirmed Serious Incidents to the Clinical Commissioning Group via the StEIS reporting system.
* The post holder is to maintain expert knowledge of the Risk and Incident Management System, including continually reviewing the application.
* The post holder will provide support to users of the PALS, Complaints and Claims modules. The post holder will be required to liaise with external providers of relevant services, regarding any necessary changes in design or function.

Person Specification
Experience and Knowledge
* Experience of working in the NHS
* Evidence of ongoing professional development
* Demonstrable experience of working within a healthcare governance setting (NHS or Private healthcare), with knowledge of the following: Administrative activities related to governance, complaints, patient experience, risk management, audit, quality standards (including CQC) for a minimum of 12 months
* Demonstrate experience of working with risk and incident management systems
* An understanding of the Patient Safety Incident Response Framework
* Complaints handling and investigation experience
* Experience of evaluating 'evidence' against prescribed standards for a range of assessments
* Comprehensive understanding and knowledge of external assessment or regulation. In the NHS or other public service
Qualification(s) and Professional Training
* Degree level qualifications or equivalent experience of business/administration/statistics or information analysis
* Comprehensive knowledge of Microsoft Office Applications and use of databases and commercial IT systems
* Qualification in Quality Improvement, Patient safety, Governance, Risk Management or working towards
