Interim Finance Manager Strategic Finance and Accounting

Pay Rate: £33.18 per hour PAYE
Hours per week: 37 Monday – Friday, 09:00 - 16:20
Role Length: This opening assignment is for 1-2 months
City: CREWE
The role is hybrid - generally a mix of WFH and time in the office – on average 2-3 times a month in the office - AFTER an initial period of being in the office 4-5 days per week to learn the role.
The team looks after the budget setting process, in-year reporting, capital programme coordination, closure of accounts and treasury management. The candidate could be involved in a range of those areas.
Key Responsibilities:
1. Advise the Chief Finance Officer on managing the Medium Term Financial Strategy (MTFS), ensuring statutory compliance and delivering a balanced annual budget.
2. Lead the preparation and review of the Council’s Reserves Strategy, assessing adequacy and managing risk.
3. Oversee the preparation of the annual Statement of Accounts, ensuring compliance with CIPFA standards and liaising with external auditors.
4. Lead the review of the Council’s Capital Strategy, advising on capital expenditure, financing options, and financial controls.
5. Manage the Treasury Management Strategy, including investment, borrowing strategies, and day-to-day treasury activities.
6. Provide technical accounting advice on taxation, VAT, pensions, and other complex financial matters to optimize financial position.
7. Develop Finance Procedures Rules and provide guidance on financial management, delegation schemes, and decision-making processes across the organization.
Key Requirements:
1. Qualified Accountant (member of CCAB)
2. Expert knowledge and experience of best practice in financial planning, management and reporting, and emerging trends and innovations in local authority financial management
3. Expert knowledge of finance and accounting legislation and relevant national and local policy and strategy, including the Council’s Constitution and its Finance Procedure Rules, and the statutory reporting requirements of public and private sector accounting and financial reporting standards
4. Knowledge of all Council services, their service proposition and their impact on local residents and businesses
5. Expert knowledge of staff management and development of multi-functional teams and developing clear work programmes for individuals and teams
6. Knowledge of VAT and other relevant taxation regimes
