Leeds Building Services (LBS) is the in-house service provider for construction, repairs, and maintenance works across the Council. The service currently delivers Responsive Repairs, Maintenance, and Planned Works to Council Houses across various parts of the City and Council Assets across 800 sites including Schools, the Civic Estate, Offices, Sports and Leisure Centers, and Children’s Homes across the Authority.
As a Team Leader you will:
* Assist the Team Manager to deliver business improvement plans, focusing on a range of activities which will deliver Value for Money services to customers and contribute to the delivery of Council priorities.
* Undertake daily line management duties of staff within the team in accordance with all council policies and procedures ensuring that staff records are maintained using the appropriate documentation and associated guidance.
* Be responsible for undertaking daily supervisory duties including provision of appropriate tools, resources, and equipment.
* Work remotely and autonomously on construction sites across the city.
* Ensure all relevant Health & Safety procedures are being followed and monitored on site and recorded/reported as required in line with CDM 2015.

Job Description
Job Purpose: To support the Team Manager in managing staff to deliver a safe, efficient, cost-effective, and customer-focused responsive repairs and void service.
The Team Leader will support the Team Manager in maintaining the day-to-day operation of the service.
Responsibilities:
* Assist the Team Manager to deliver business improvement plans, focusing on a range of activities which will deliver Value for Money services to customers and contribute to the delivery of Council priorities.
* Undertake daily line management duties of staff within the team in accordance with all council policies and procedures ensuring that staff records are maintained using the appropriate documentation and associated guidance.
* Be responsible for undertaking daily supervisory duties including provision of appropriate tools, resources, and equipment.
* Work remotely and autonomously on construction sites across the city.
* Ensure all relevant Health & Safety procedures are being followed and monitored on site and recorded/reported as required in line with CDM 2015.
* Responsible for cost control within the team ensuring costs and value of works are recorded accurately and promptly and that commercial performance of the team is to the required levels.
* Provide advice and maintain an up-to-date expert awareness and knowledge of installation methods, current legislation, and new innovations on both refurbishment and new build projects.
* Ensure work is to the required standard to meet requirements and assist with audits undertaken by relevant approved bodies e.g. Gas Safe.
* Assist the Team Manager and Works Programmers in organising and planning workloads to ensure that available resources are being deployed in the most effective way.
* Ensure contract management plans are adhered to and assist with the service and contractor review meetings.
* Undertake site visits and surveys to determine requirements and provide feedback as appropriate.
* Provide support and guidance to team members with day-to-day issues in line with LCC policies and procedures.
* Train, coach and mentor staff including Apprentices to ensure they have appropriate development plans in place where necessary.
* Carry out and oversee quality staff appraisals, team talks, and 1-2-1s within the team ensuring that these are effectively documented.
* Ensure effective positive and open relationships with staff and trade union representatives in the working environment.
* Ensure that all operatives and sub-contractors are working to achieve the departmental key performance indicators.
* Assist with investigating and resolving complaints regarding the service.
* Assist in the development and review of appropriate risk assessments, ensuring that safe systems of work are implemented as necessary.
* Investigate and report on incidents and accidents to identify the cause and take corrective action to prevent further injury.
* Maintain a high level of personal effectiveness and uphold and promote the name and reputation of Leeds City Council.
* Ensure that work is delivered in line with Business Continuity and risk management procedures.
* Contribute to strategy and workforce planning as required by the service.
* Ensure all activities are delivered in accordance with all legal and regulatory requirements.
* Work flexibly across the Leeds Building Service to respond to Service priorities as needed.
* Drive a value for money, customer-focused service.
* Safeguard all forms of certification and report any loss, theft, or misuse in line with LCC information governance standards.
* Participate in appraisal, training, and development activities as necessary.
* Work collaboratively with colleagues, knowing when to seek help and advice.
* Contribute to the overall ethos, work, and aims of the service by attending relevant meetings, training days/events as requested.
* Be aware of and comply with Leeds City Council policies and procedures.

Qualifications:
* Post holder will be qualified to NVQ levels 3 in gas services with certification for relevant areas of the service and be registered with Gas Safe.
* A full driving license is essential for this role.
* A H&S qualification would be advantageous for the role however as a minimum SSSTS/SMSTS will be required.

* An understanding of landlord legislation with particular emphasis on repair and maintenance obligations.
* An understanding of responsibilities in terms of Health and Safety (CDM 2015).
