About the Role
Haringey Council is currently seeking a Digital Resident Experience Lead to join our Digital and Change team within the Culture, Strategy and Engagement Directorate. We are in search of a dedicated and passionate individual, experienced at working at the most senior levels of an organisation, who can bring their skills and expertise to lead digital initiatives across the organisation.
As a Digital Resident Experience Lead, you will be entrusted with leading teams from analysis of requirements through to development and delivery, collaborating with senior stakeholders, and ensuring that digital initiatives directly benefit residents. In this role, you will deputise for the Head of Digital as required.
Main Responsibilities
* Lead the Digital management team, collaborating with the Enterprise Architect, Digital Content Manager, Key Business Applications Manager, and Head of Data.
* Manage end-to-end procurements from discovery, funding, business cases, tender, and contract negotiations.
* Foster strategic partner relationships for Haringey.
* Enhance digital inclusion with residents, businesses, and staff across council services.
* Direct programme workstreams and contribute to the delivery of wider programmes.
* Develop practical, effective solutions in accordance with legislative requirements and good practice guidelines.
* Commission, manage, and evaluate service delivery capacity within your area of responsibility.
* Ensure optimal and efficient use of resources including equipment, people, and systems.
* Clarify changing requirements with teams, services, and businesses to recommend and support the development of improvements.
* Manage team resources across multiple concurrent projects and support work to ensure the delivery of agreed outputs.
* Drive continual improvement to Haringey’s digital customer experience through agile scrum team management.
* Ensure all digital services are built and tested to appropriate quality levels for each stage (alpha/beta/production).
* Report key performance measures (e.g., top tasks, satisfaction rates) where required.
* Build strong relationships with council services, mentoring them to prioritize the customer and use data in decision-making.
* Participate in external digital communities and practices, collaborating with other councils/groups to share and apply best practices.
* Provide expert advice, guidance, and support on highly complex and sensitive digital issues to Heads of Service and senior external representatives.
* Ensure accurate project estimates, delivery within budget, and enforce change management processes.
* Line manage and mentor various roles such as Digital Inclusion Developers, Business Analysts, Project Managers, and UX Designers.
About You
We are looking for individuals who have:
* Experience collaborating with stakeholders to prioritize and clarify user stories with a clear understanding of requirements and priorities.
* Ability to coach others effectively in analytics and agile techniques, with experience improving agile teams through coaching and mentoring.
* Excellent understanding of software development fundamentals and agile delivery techniques, tools, and software (e.g., Jira).
* Strong communication, influencing, conflict resolution, and negotiation skills.
* Expert knowledge and experience developing digital services and processes using a CRM system, ideally GovService software.
* Results-focused with excellent interpersonal skills to keep people energized and focused on delivering a great experience.
* Ability to make decisions and deliver under pressure.
* Creative and innovative in finding solutions to complex problems.
* Knowledge and experience of various digital technologies and software (e.g., Drupal, Halo, JavaScript, HTML, CSS).
* Expert in agile delivery processes and frameworks (Scrum, Kanban, DevOps).
* Proven experience and skill in people management and leadership roles.
* Ability to empathize with senior stakeholders and influence commitment to objectives.
