Are you ready to join one of the largest Unitary Authorities in England as we embark upon an ambitious programme of transformation? If so, come and join the specialist Adult Social Care, Children’s social care and public health Procurement Team at Leicester City Council.
Working in a fast-paced highly dynamic Mayoral Authority with an annual spend of £400m, to procure a whole host of critical contracts for goods works and/or services.
This role plays a key part of improvement, development and innovation of the Procurement service. You can expect autonomy and encouragement in providing new ideas, along with an incredibly varied role where no two days will be the same.
As the key representative of the council at committee, public consultation, and client management meetings, you’ll relay highly complex information and command the confidence of both internal and external stakeholders.

What you’ll be doing
Leading a team of professionals in the delivery of the Council’s procurement function you will develop, mentor and coach an existing team of procurement staff. You will act as procurement lead on a wide variety of high profile and strategic projects. This will include considering procurement strategies and approaches, undertaking market engagement, stimulation and planning the procurement process. You’ll prepare documentation, advertise the tender opportunity, evaluate submissions as well as conduct negotiations as necessary. Creating correspondence, preparing evaluation reports, debriefing unsuccessful bidders, and agreeing contract documentation. You will be pragmatic, solution-focussed and able to work in a multi-disciplinary environment.
Working closely with the team to share best practice and lessons learnt, furthering your procurement knowledge and experience. Providing leadership, direction, supervision, and technical guidance to a small team of staff responsible for the delivery of procurement projects for Adult Social Care, children’s social care, education and Public Health supporting the Departments commissioning strategy and programme of transformational change.
What You’ll Need
You’ll have proven experience of management with procurement, tendering and contract management processes. Working at a senior level, including on complex, high risk and value projects.
Demonstrating your experience relevant to the category specialism of procuring services for adult social care, children’s social care or public health. Applying UK Procurement Law including a knowledge of the Public Contracts Regulations 2015, the new regulations about to come into force in October 24 and the Provider Selection Regime.
ICT ability is also a must, along with excellent organisation and the ability to work under pressure.
