The Infected Blood Compensation Authority (IBCA) seeks a design & delivery lead to manage the portfolio of product activity across the data operations division.
IBCA is responsible for delivering a compensation scheme that has been long awaited by the infected blood community to provide financial compensation to victims of infected blood on a UK-wide basis. The data operations division need to make sure that swift, accurate and responsive insights are provided to support this – and therefore it’s important that the right data products are in place, at the time IBCA requires.
The postholder will manage the lifecycle of a data product covering design (architecture & modelling), development (build & test), assurance and service delivery.

As the design and delivery lead, you will co-ordinate the day-to-day activities and ensure rigorous governance.
You will be responsible for building and maintaining matrix managed individuals from data architecture, engineering and analytical teams all within the division, ensuring they are motivated, collaborating and working well; identifying obstacles and helping the teams to overcome them.
You will be the lead for the delivery of multiple critical, high-risk data products and develop and maintain an in-depth plan that ensures the division meet the objectives, key results and milestones set by the deputy director. You will have a detailed understanding of the status of the plan to report from on a regular basis and provide assurance to the directorate, IBCA and wider government that data product delivery is aligned to organisational success factors and done so in a way that’s value for money.
You’ll champion open, transparent working to enable proactive dependency and risk management as well as holding relationships with operations and digital teams to create a seamless interface between data products and those across the IBCA landscape.
You’ll be a visible, motivated programme delivery manager with strong interpersonal skills that enjoys working in a fast paced, high profile, agile environment and can create and maintain a successful delivery environment that maintains value for money whilst delivering quality outcomes to challenging timescales.
Responsibilities
* Maintain a view ‘from the top’ including having an accurate plan across the data product landscape that accounts for risks and dependencies; and managing the expectations of stakeholders at all levels and between operational, technical and policy boundaries, leading discussions about high risk and complexity.
* Embed Agile including creating a ‘test and learn’ culture to ensure teams continuously reflect and challenge their effectiveness.
* Drive velocity including maintaining a backlog of activity that is synonymous with the deputy director’s roadmap, holding scrum ceremonies to maintain the team rhythm, fostering a culture of open dialogue; and driving resilience so that blockers have a limited time span.
Provide focus by making sure the vision and priorities set by product managers are playing out in the team and what they’re delivering meets the expectation set.
