Overview of the job
Heads of Operational Functions provide leadership of staff and operations within the National Probation Service (NPS), managing resources and the strategic direction of the Service within a Local Delivery Unit (LDU) or other operational unit.
Responsibilities, Activities & Duties
1. Lead and develop local strategies in line with the national strategic framework.
2. Effectively lead cluster operational delivery and contribute to national operational delivery and priorities.
3. Represent the NPS at national partnerships and development meetings.
4. Manage devolved budgets in accordance with financial procedures.
5. Oversee the Multi Agency Public Protection Arrangements (MAPPA) locally.
6. Make decisions on the management of offenders requiring senior management involvement.
7. Manage complaints within the Operational Function.
8. Oversee Human Resources (HR) policies and practices.
9. Work with the Divisional Senior Leadership Team on specific projects.
10. Ensure compliance with Health and Safety legislation.
Essential Experience
1. Significant experience at middle manager level in different settings.
2. Experience of line management, supervision, and appraisal of staff.
3. Budgetary control experience to support operational requirements.
4. Experience in strategic operational planning and project management.
5. Experience of working with local agencies and stakeholders.
6. Ability to prepare high-level written reports and deliver presentations.
7. Experience of managing people through organizational change.
Technical Requirements
Probation Qualification Framework Graduate Diploma/Honours Degree in Community Justice integrated with Level 5 Diploma in Probation Practice or equivalent qualifications.
