Reporting to the Maintenance Agreement Manager, the Subic Depot Manager shall manage and control all aspects of Subic Depot with particular regards to the safe keeping of cable and plant entrusted to GMSL, ensuring that all tasks are undertaken in a safe and efficient manner. To liaise closely with customers both internal and external, demonstrating a professional and effective management style. Besides leading the Operations Manager and local personnel on day-to-day responsibilities for the whole of Subic Depot, along with control on all overhead costs and supervision of personnel. To comply with local laws and regulations. To ensure the Depot and all staff operate in accordance with all Company policies and procedures, with particular emphasis on safety and compliance. Overall responsibility for the Subic Depot activity, all staff and accountable for all overhead costs. Key Deliverables: To be responsible for all staff, equipment and site areas associated with the provision of the above service, and all cable and plant movements within the Depot. To act as a customer contact liaison for any general reporting and enquiries relating to their assets held in Subic Depot. To be responsible for the general maintenance of the Cable Depot facilities and additional responsibilities for general site maintenance as and when required. To maintain a database system for control of all Subic based stocks and to produce reports for the issue of storage invoices or as required by system Maintenance Authorities, other depots or internal departments. Responsible for cable movements within the Depot. To support the relevant Maintenance Operations Executives/Project and contract Managers by ensuring all cable and other plant is tested and stock joints performed in line with service agreements and customer requirements. To drive the safety and quality culture implementing ISO & BSI standards. To ensure that customer’s plant stored in line with manufacturers’ recommendations at all times. To be responsible for the auditing and monitoring of contractor safety and performance. To guide and assist staff with personal development and further develop an environment of team working and empowerment within the group by offering suitable and relevant training. To ensure that all work is performed in accordance with statutory and GMSL safety and environmental policies and general procedures. Using the company permit to work, Coshh and risk assessment systems. Take day to day responsibilities for the Subic Depot budgets and assist with the development of the annual fixed/variable cost budget analysis producing operations budget. To assist in Capex budget preparations. To assist, support and develop the operations executives and supervisor in fulfilling their roles. To support all staff as required. To act as the companies representative with all legal matters and with government agencies such as the Board of Investments, Bureau of Customs, Department of environment and Natural Resources, Pagibig, Inland Revenue, Social Security, Fire Dept, Subic Bay Freeport Zone administration, Global Terminals Corp, police and military. Qualifications, Skills and Experience HNC or HND, BTEC or equivalent in engineering discipline Sound knowledge of cable movement, jointing, testing and cable handling practices both within a depot environment and on operational work and specific knowledge relating to plant storage criteria Experience in providing accurate cost and logistical analyses related to management of Subsea and cable operations Specific experience with a wide range of manufacturers cable types with a sound understanding of differing cable constructions and specifications Sound knowledge and experience of legislation covering all facets of depot operations The ability to communicate effectively with customers, ship personnel and contract staff with particular experience in dealing with ship protocol and organisation Working knowledge of Microsoft Office Ability to work within a team Good organisational skills Please note the following key points regarding the role: Contract Type: The successful candidate will be employed under a local contract in the Philippines. The Retriever is available to its members 365 days per year on a call-out basis under strict KPIs (Key Performance Indicators) Mobilizations can be undertaken very rapidly, within 24 hours from call-out. Due to the vessel being berthed alongside our cable depot in Subic port, members’ submersible spare plant is also stored under permanently monitored conditions as per manufacturer specifications.
