Role Summary: As a Design Manager, you will report to the Contractor’s Engineering Manager (CEM) and will be responsible for leading and overseeing the permanent works design resources and activities. You will manage permanent works design subcontract packages to deliver cost-effective and compliant designs within agreed timescales and budgets. This includes implementing design management procedures in compliance with ISO 9001 and client-specific requirements. Additionally, you will lead the project’s implementation of Value Engineering, Design for Health and Safety, and BIM. Key Responsibilities: Design Management Compliance: Ensure compliance with ISO 9001 standards regarding design. Familiarity with relevant tools and procedures to achieve compliance, including drafting and revising project-specific Design Management Plans. Control and track design changes using the Design Manager’s Toolkit. Implement design assurance procedures, understanding and applying NR/L2/INI/02009 and related standards. Manage design processes with a focus on health, safety, and sustainability. Behavioral Leadership: Foster collaborative relationships between design and production teams using the Design Management Best Practice Guide. Technical Oversight: Familiarity with project technical requirements and facilitating coordination between design disciplines. Review design deliverables to ensure compliance with client requirements and applicable standards. Oversee technical assurance, including design checking and independent reviews. Understand constraints on design in a rail environment, including access, proximity to railway lines, and overhead line and signalling restrictions. Lead HAZID and CSM compliance, ensuring a thorough understanding of safety requirements. Legislative and Health & Safety Compliance: Ensure compliance with CDM regulations and oversee the fulfillment of Principal Designer duties. Actively challenge design decisions to eliminate or mitigate construction health and safety risks, engaging with the production team and supply chain. Commercial and Contract Administration: Administer design sub-contracts and monitor subcontractor performance. Lead administration of the main contract in relation to contractor’s design, raising Early Warnings and Compensation Event notifications. Review and authorize subcontractors' applications for payment. BIM Management: Collaborate with BIM specialists to develop and implement the project BIM strategy and execution plan. Ensure efficient management of design works within the project’s CDE (e.g., ProjectWise). Required Experience and Skills: Preferred civil engineering background with experience in earthworks and heavy civil projects. Experience in a framework environment and managing multiple projects across different geographic locations. Experience with design tools, design compliance, and relevant safety standards. Strong technical background with the ability to manage compliance with Network Rail and industry standards. Proficiency in Excel, including formulae and graphs, with a willingness to learn Power BI.
