It comprises a number of Services. The Commission and Member Support Service (CAMS) is made up of teams which provide business services (allowances, HR and learning support) to Members of the Senedd and their staff, particularly engagement with regard to operation of their offices and professional development advice. The Service also provides executive support to the Presiding Officers, Chief Executive and Directors of the Senedd Commission. The Members' Business Support team provides information, advice and guidance to 60 Senedd Members (Members), which will increase to 96 following the Senedd election in May 2026, and the party groups at the Senedd. The team provides advice on all aspects of the Remuneration Boards Determination, including financial support available to Members and on a broad range of generalist HR matters, such as operational and recruitment support for Members in their capacity as employers. The team is responsible for approving, paying and publishing all claims drawn against Senedd Member budgets. This is a challenging yet exciting role in which you will work closely with Senedd Members and their staff, the Head of MBS, senior leaders within the Senedd Commission as well as the Independent Remuneration Board of the Senedd and its Secretariat. You will work in a senior capacity within the team to support the delivery of generalist HR support as part of the Members Business Support services provided to Members, undertaking multiple pieces of work at any one time. You will be required to support Members to identify where specialist or expert advice is needed, and support them with obtaining that advice. Operating within the Remuneration Boards Determination on salaries and allowances, the wider regulatory framework and employment law and practice, you must have a strong focus on customer service excellence and the provision of flexible, and appropriate, solutions to assist Members in the delivery of their responsibilities as employers. You will also be required to provide advice directly to Members on extremely sensitive matters, and in a fast paced environment. In doing so, you must maintain the trust of all Members whilst never shying away from difficult conversations and decisions. The role will also contribute to wider corporate objectives including supporting steps to improve service effectiveness to meet the needs of Senedd Members, identifying and understanding Member needs. Job description Support the Head of Members Business Support to ensure the efficient and effective operation of the Members Business Support team by planning, organising and facilitating activities in order to assist the delivery of the service to meet Member needs at the highest standard. Provide accurate, impartial, appropriate, consistent and timely technical, practical and handling advice to Members and their staff about their allowances and associated responsibilities, for example as employers. Lead individual pieces of work, drafting clear, accurate and often sensitive guidelines, advice, reports and papers to tight deadlines. To lead on the development and implementation of robust template HR policies and procedures to ensure they reflect both up-to-date employment law and good practice. Liaising with the team supporting the Independent Remuneration Board to provide the Board with support on matters relating to allowances and staffing, and acting as a link between the Board and Members and their staff, ensuring that Members and their staff understand the decisions made by the Board, and that the Board are aware of issues affecting Members. Provide support in relation to preparations for Senedd Reform and for the Seventh Senedd. Work collaboratively with colleagues from different service areas across the Senedd to provide tailored and integrated support to Members, liaising with Senedd Member support staff, leading on meeting Members needs in relation to specific projects aimed at delivering innovative solutions to improve services. Drive up quality and innovation in the teams output, leading by example in your own work and promoting a culture of excellence within the team. Share responsibility for and contribute to the leadership and development of the Commission and Member Support Service. Develop links with external stakeholders, colleagues in other legislature and others connected with your work eg HMRC. Line management responsibilities within the team, overseeing the development/delivery of high quality generalist HR support to Members of the Senedd. Such other duties and responsibilities commensurate with the grade as may reasonably be required from time to time. Person specification Strong background of HR or experience in a business partnering role with an understanding of HR policies and practices and CIPD qualification or willingness to work towards gaining qualification within 2 years of employment, or another HR qualification / equivalent training and experience. Interpersonal skills: and sound judgement: Demonstrate the ability to win the trust and confidence of politicians (across all political parties) and senior staff, showing an understanding of varying priorities whilst demonstrating neutrality, sensitivity to political issues, sound judgment and an understanding of the big picture. The ability to adapt your style to suit your audience and to influence and persuade individuals. Communication Skills: The ability to draft reports, guidance and briefing materials concisely and to a high standard, analysing and clearly communicating complex and sensitive information across a range of subjects, to identify and present key issues for consideration at Board/Senior level or by Senedd Members. Excellent organisational and planning skills: The ability to manage multiple competing priorities in changing circumstances. Leading a team: Line management and leadership experience, which includes the ability to motivate and lead teams, considering changing demands and customer needs to focus on the areas of greatest impact to ensure successful delivery.
