Specialist Grade Doctor - Intensive Care Unit

These are newly created Specialist Doctor posts developed as part of the Medical Workforce productivity programme.
Specialist doctors are senior and experienced clinicians who will work autonomously to a level of defined competencies, as agreed within local clinical governance frameworks. Specialists will be responsible for patients in their areas of practice as an expert decision maker.
Specialist doctors provide expertise in a specialised area, whether delivering care in a specific specialty or in a generalist service and will manage the full range of presentations in their area of practice. The role will primarily focus on providing direct clinical care, meeting service delivery and improvement requirements. However, the role will be supported by suitable development opportunities including management roles and leadership responsibilities in teaching, academia research and service development. The details of the balance between clinical care and other elements of the role would be discussed during the job planning process.
This post is fixed term for up to 9 months due to limited funding.

Main duties of the job
The postholder will be responsible for the general care of patients on the Intensive Care Unit at Prince Charles Hospital, and provide clinical support for critically ill in-patients and within the Emergency Department.
The Critical Care service has Tier 3 Intensive Care Units at the Princess of Wales Hospital, Prince Charles Hospital and the Royal Glamorgan Hospital. The postholder will be expected to undertake clinical sessions at all locations, if necessary.
Job responsibilities
Specialists are also expected to be involved in delivering teaching and training to others. They will be able to work as a member of a multi-disciplinary team, leading MDTs where appropriate.
Specialists are required to actively engage in CPD activities both internally and externally to their organisations. A special interest will be encouraged and is negotiable. The post can be full time, maximum part time or job share by negotiation.
The post holder will be managerially responsible to Dr David Jones, Clinical Director in Critical Care and professionally responsible to Mr Stephen Sarasin, Care Group Medical Director. The post holder will be required to work closely with senior medical colleagues as appropriate and to liaise with other senior clinicians within and beyond the UHB as and when necessary. The posts will be based as indicated above. The post holder will be expected to work at other Health Board premises and at other sites within the district as required.
You will provide a clinical service, with colleagues, which will include the responsibility for the prevention, diagnosis and treatment of illness.
Working with Consultant colleagues and the multi-professional team you will have continuing responsibility for the well-being of all patients under your care; allowing for proper delegation to, and training of staff. In partnership with clinical and managerial colleagues you will also have responsibility for the safe, efficient and effective functioning of the services in which you work in line with the values, operational policies and integrated medium-term plan (IMTP) of the Health Board. You are encouraged to consider how services can be improved and to report concerns about safety.
You will be required to adhere to the principles of good medical practice as laid down by the General Medical Council.
You will be required to participate in the Health Boards risk management process, clinical governance and any other healthcare governance activities within the department, the directorate and the Health Board. Adherence to the Caldicott Principles of information governance is mandatory.
You will be required to maintain a license to practice through revalidation, to undergo satisfactory annual appraisal using the all Wales online Medical Appraisal Scheme (MARS) and to formulate a Personal Development Plan, in conjunction with the Clinical lead, to identify training and development needs. You will be expected to participate in sufficient personal and professional development to fulfill Royal College and GMC requirements. You will also be required to undergo a job plan review at least annually, and to agree, and then meet service outcomes.
You will be expected to make a significant contribution to the service and directorate planning process through active participation in the clinical directorate structure.
You will adhere to all policies which cover radiation exposures as currently outlined in IRMER regulations.
The Health Board is committed to meet its obligations to minimise infection. You will be required to comply with current procedures for the control of infection, including dress-code, to challenge non-compliance by colleagues, and to attend training in infection control provided by the Health Board.
The post holder will play a pivotal role in ensuring that there are effective communication processes in place to ensure that all clinical stakeholders:

* Are able to contribute to the planning and evaluation of all services
As a senior employee of the Health Board the post holder will work in close co-operation with, and support other clinical, medical professional and managerial colleagues in providing high quality healthcare to the Health Boards patients.

* To sustain and develop teaching and research wherever appropriate
* To undertake all work in accordance with the Health Boards procedures and operating policies
* To conduct clinical practice in accordance with contractual requirements and within the parameters of the CSG and UHBS service plans
* To maintain the confidence of business plans and development strategies formulated for the specialty, the CSG and UHB
* Core clinical expertise in the speciality
* Leadership and team building skills as well as working as part of a multidisciplinary team
* Supporting and training multidisciplinary teams
* Delivering care in the acute hospital setting
* Participating in CPD including Audit
* A Teaching and Training Role for medical undergraduates and postgraduates
* Educational Supervisor role to Junior and Middle Grade Medical Staff
* To undertake regular multidisciplinary clinical audit and provide evidence-based medicine
Person Specification
Knowledge, personal skills, and abilities
* MBChB/MBBS or equivalent
* MRCS/MRCP FRCA
* MSc or MD
Education/ Qualifications and training
* Full registration and a Licence to Practice with the General Medical Council
Experience
* Shall have completed a minimum of 12 years' medical work (either continuous period or in aggregate) since obtaining a primary medical qualification of which a minimum of 6 years should have been in a relevant specialty in the Specialty Doctor and/or closed SAS grades.
* Equivalent years' experience in a relevant specialty from other medical grades including from overseas will also be accepted.
* Evidence of active involvement in risk management
* Evidence of personal involvement in management and administrative roles in Health Care

* Good communication and empathy skills with patients.
* Evidence of willingness to participate in a multi-disciplinary team environment to provide an integrated service.
* Ability to work as a member of a team, both through communication and sharing workload.

* Ability to lead a team.
* Evidence of a clear understanding of principles and practice of involving patients in all aspects of care.
