Its central government, made more accessible to you The Whole of Government Accounts (WGA) branch is a team of around 10 people who produce a set of consolidated accounts for the whole of the public sector. This is a highly complex set of accounts and at the forefront of what is done internationally. Each publication is a significant project with sophisticated technical and logistical processes. The WGA is a world leading governance and accountability tool with strong support both within the Treasury and from other interested parties such as Parliament, the National Audit Office (NAO) and the Office of Budget Responsibility (OBR). The accounts were disclaimed by the NAO for 2022-23 due to missing and unaudited data from local government and we are working on exciting plans for the future of WGA to ensure it continues to meet stakeholder needs in this context. Job description Public Spending Group The Public Spending Group is a high-profile and rewarding place to work. We help the Chancellor decide what to spend £1.2trillion a year on and ensure government delivers value for money for the taxpayer. We are responsible for reporting to Parliament and the public on how taxpayers money is spent. We drive forward improved outcomes and efficiency in public services and make sure value for money is at the centre of decision-making through better evaluation, data and analysis. We advise on overall government policy on public sector pay and pensions, the biggest single driver of public spending. We collaborate with and directly support departments to deliver the Government Finance Function strategy, building finance, debt and risk capability across government and developing the management information, tools and frameworks to better understand and ensure value for money. About the Job This is an exciting time to be joining these high profile and high performing HM Treasury teams. You will not only be the key contact liaising with different stakeholders and managing aspects of the accounts production process, leading on some complex accounting areas, providing accounting analysis and advice for the departments policies, but also supporting other teams within HM Treasury and across government. To succeed, you will be a finance professional with advanced excel skills and financial knowledge and experience including IFRS (International Financial Reporting Standards) and financial systems (we use IBM/Cognos Analytics but experience of other consolidation systems is also relevant). You'll be able to understand and interpret governance requirements and communicate and present information to suit the needs of the user. You'll be able to work well with partners and focus on problem solving in a pressurised environment with good attention to detail and the ability to build excellent working relationships at all levels with a variety of stakeholders, including auditors. As one of the team leaders, you will have an active interest in the personal development of your team members and will take pride in building the capability and the resilience of others. The roles will be required to deliver the following responsibilities: Contribute to continuous development of our finance systems to ensure they meet user needs and efficiently support the WGA. Playing a leading role in production of the accounts. Using technical expertise to prepare and submit complex journal adjustments in production of the accounts and producing individual notes to the accounts and financial statements, working at pace and collaborating with team members. Liaising with National Audit Office staff, ensuring smooth progression of the audit work, working with little oversight to come up with effective and creative solutions, and responding to complex audit queries. Building strong professional relationships with internal and external stakeholders while acting as a subject expert, providing technical accounting advice in line with Government accounting reporting frameworks. Analysing current processes to identify and implement ways to improve processes and financial control. Managing key balance sheet items and processes including reviewing working papers and approving journals. Support additional finance processes where required. Line manage staff where required and support the development of the team.
