Lead Cost Assessment Analyst

The role of Lead Cost Assessment Analyst sits within the Regulatory Contract Programme Team, which sits within the wider Network Data & Intelligence function. It is our role to direct the business to ensure delivery of the Transmission and Distribution Regulatory contracts; and to communicate the performance of the business to the Regulator.
The role requires intimate knowledge and understanding of the complex UK regulatory framework, to identify and drive value enhancing opportunities and minimise regulatory risk, including the specialist knowledge relating to the regulatory mechanisms which link totex efficiency with revenue impacts contained within the Ofgem Price Control Financial Instruments (Special Licence Conditions 8.1).
This role is responsible for the management and delivery of our internal and external regulatory cost assessment and benchmarking analysis. This includes developing the reporting process and methodology and reporting and analysing results on a monthly, quarterly and annual basis.
What you’ll be doing
1. Lead in the negotiation and development of the cost assessment and benchmarking requirements of SPEN, lobbying Ofgem on the most appropriate technical and statistical methods, and effective communication, influencing and challenge of Ofgem’s cost assessment.
2. Quality control of business plan data templates to ensure submissions are consistent with Ofgem’s Business Plan guidance, including timely, accurate and complete submissions which comply with Data Assurance Guidance and all internal governance.
3. Co-ordination of all internal stakeholders in the post submission cost Q&A and cost assessment process.
4. Responsible for implementing effective end to end engagement, preparation and communication across all levels of the organisation on cost requirements.
5. Lead a team who will produce technical, cost and/or economic analysis to support the development of business plan strategy, policy, and investment decisions to ensure the delivery of the price control contract and support the negotiation of future price control settlements.
6. Drive a function who will work closely with the business and will develop benchmarking and analytical capabilities to support the optimisation of the delivery of the RIIO-2 and RIIO-3 price control settlements.
7. Develop and maintain econometric models. Design, create, test and refine these econometric or statistical models using appropriate software packages. Analyse data using methods, producing and communicating analysis.
8. Using statistics and mathematics to study, model, and predict economic principles and outcomes, which will support in preparing presentations and responses to requests for information from internal and external bodies.
9. Translate the Guidance from the Regulator to support the business, and identify opportunities for outperformance, whilst mitigating risks to ensure that returns from the Regulatory Contract are maximised.
10. Provide insight to Senior Leadership, and guidance on areas of focus.
11. Support the development of enhanced analytical capabilities, using new and advanced software solutions, in order to develop value-add initiatives which would benefit SPEN, this will be done with an initial focus on indirect cost capture and reporting.
12. Ensuring a high degree of accuracy, implement multiple data checks throughout processes and confirming all financial and regulatory assessment has been completed in line with Ofgem RIGs and internal requirements.
What you’ll bring
1. Degree qualified in Accounting, Mathematics, Engineering, or similar business experience / qualification.
2. Understanding of the methodologies of Cost assessment, and experience in the application of statistical analysis, as well as ability to communicate findings and recommendations clearly for business benefit to senior management.
3. Management experience working in a regulatory environment, with experience of managing and influencing external and internal stakeholders.
4. Strong analytical skills, with experience within a business reporting, planning or project management function.
5. Expert user of MS Office suite, specifically in Ms Powerpoint, MS Excel, with MS Access experience preferable.
6. Able to provide the team with a clear sense of purpose and direction, stimulating a productive team climate where members participate and feel involved.
7. Able to understand the strategic objectives of Energy Networks to effectively manage the price control costs reporting team.
8. Highly developed communication skills with the ability to influence.
9. Strong business planning, financial and strategic thinking.
10. Experienced in preparing analysis, reports and presentations for senior management, numerically articulate with strong attention to detail.
11. Understanding of the UK regulatory framework, ability to drive value / opportunities and minimise regulatory risk, including specialist knowledge relating to the regulatory mechanisms which link Totex with Revenue.
