We are currently looking for a Finance and Monitoring Officer to join our team, supporting the Skills & Training unit to deliver an exciting project funded by the UK Shared Prosperity Fund, called Pathways 2 Progression. We are seeking an individual to start immediately and up until the project closure by 28/03/2024.
The successful candidate will be responsible for the financial control of the Shared Prosperity Funded Pathways to Progression Project within Skills & Training. The post holder will manage day to day finance and budgetary control for grant funded programmes, developing, implementing, and monitoring new internal systems as well as utilising existing systems and platforms already in place for the various grant funded programmes. This will include establishing, implementing, and maintaining systems of budgetary control working within the local authority/Welsh Government/Work Based Learning contractual and audit requirements.
The post holder will provide support for the delivery teams, working closely with the Project Manager to complete financial claims and produce statistical data reports. The role may require some elements of business support such as managing registration/certification of qualifications with line with Awarding Body requirements.
The main duties of the post:
1. To create, maintain and continually update office administration and record keeping systems and procedures, both paper and electronic, to support the work of the service, ensuring compliance with Local Authority procedures.
2. To be responsible for the maintenance of the MIS and Financial data collection systems, both paper based and electronic in line with Funding contractors, Local Authority and Welsh Government procedures.
3. To ensure that management information systems are provided with appropriate data within specified time bound targets.
4. To be responsible for the financial reconciliation all Skills & Training grant funded contracts.
5. To undertake quality assurance checks on documentation and data systems in line with procedures.
6. Develop and review appropriate MIS, Finance and Administration procedures and documentation in line with contractual requirements.
7. To implement procedures to meet the needs of Skills and Training with particular reference to work based learning and employment opportunities.
8. To be responsible for the effective operation of purchase, registration, ordering and invoice processing systems.
9. To be responsible for the creation of performance statistics in line with procedures.
10. To be responsible for the monitoring of the petty cash system or any other financial related system.
11. To be an active member of task groups and working groups that promotes the continuous improvement of the delivery of services.
12. To ensure Health and Safety requirements are met within the sector, in line with legislation, service standards and procedures.
13. To ensure robust tracking systems are designed, implemented and evaluated for MIS, Finance and Administrative sections.
14. Monitor and control cost effective resources.
15. To maintain effective Financial, Data and Administrative records in line with contractual and legal requirements.
16. To represent Skills and Training at seminars, conferences and meetings relevant to the needs of the service.
17. To liaise with Contractors and Stakeholders to facilitate effective working relationships to promote the service.
18. To act upon and disseminate information received from Contractors and Stakeholders that is relevant to the service.
19. To be responsible for the archive systems for Skills and Training.
20. To input Training on ITrent within NPT internal systems.
21. Provide reports/updates for the Project Manager as appropriate.
22. To collate and analyse sickness and annual leave for the team and raise issues with the Project Manager.
23. To undertake any other reasonable duties as appropriate to the post.
