Summary
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, Rio Grande Valley Sector Headquarters, Law Enforcement Operational Programs. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.
Duties
This position uses your knowledge and experience to develop communication plans and products to improve engagement. This position starts at a salary of $61,111.00 (GS-09, Step 1) to $96,116.00 (GS-11, Step 10) with promotion potential to $115,213 (GS-12 Step 10). The Strategic Communications Specialist provides leadership with advice and assistance in writing and developing communications materials to ensure coordination and communication throughout the organization. Duties and responsibilities include:
1. Planning, writing, and editing internal and external communication products to keep stakeholders informed of sector operations, programs, priorities, and initiatives.
2. Developing, implementing, and evaluating the effectiveness of sector communication strategies, materials, and programs that support and promote enhanced engagement with USBP stakeholder communities.
3. Identifying and anticipating communication needs and potential reactions from stakeholders, including congressional; media; non-governmental; state, local, and tribal governments; and other USBP stakeholder communities.
4. Establishing and maintaining strong working relationships with USBP headquarters, subject matter experts, and other sector communication offices responsible for congressional, public, and intergovernmental affairs.
Requirements

Qualifications
Required Experience: You qualify for the GS-09 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
1. Providing communication-oriented documents, effective techniques to communicate operational policies and procedures, and serving as a liaison to establish working relationships with stakeholders.
2. Planning, writing, editing internal and external communication products to keep stakeholders informed of sector operations, programs, priorities, and initiatives.
3. Assisting in the development of communication products to keep stakeholders informed.
4. Assisting in preparing presentations and talking points for leadership; establishing and maintaining strong working relationships with leadership, subject matter experts, and other communication offices responsible for congressional, public, and intergovernmental affairs.

Education
Substitution: GS-09: A Master's or equivalent graduate degree; or two full years of progressively higher-level graduate education leading to such a degree; or an LL.B or J.D. GS-11: A Ph.D. or equivalent doctoral degree; or three full years of progressively higher-level graduate education leading to such a degree; or an LL.M.
