JobSummary:
Thepurpose of this job is to successfully deliver strategic Programmesof Business Change and to achieve the stated benefits realisationincluding any forecast efficiencies and savings. Working incollaboration and under the general direction of Assistant Directorof Transformation &Digital.
Toprovide project management level oversight and expertise to theTransformationalProgramme
Represent theProgramme Manager / Assistant Director of Transformation &Digital as required at various forums including project boards CMTworkshops.
Toassist in the planning commissioning implementing performancemonitoring and evaluating transformational programmes and anydelegatedbudgets
onto assist inthe management of risks to the programme s successfuloutcome
Tosupport the transformation programme in the successful designsolution and management of complex strategic Business ChangeProgrammes requiring innovation and challenge and to be responsiblefor the ongoing benefit realisation including efficiencies andsavings to the Council that align to customer needs and corporatepriorities
KeyDuties/Accountabilities
Tobe responsible for the successful project management of largecomplex interdependent programmes of business change activityacross the Council its Partners and related organisations. Toengage with senior executives within the organisation (in theconception development planning monitoring and implementation ofthe business change activity and align to Working SmarterPrinciples) and to proactively and effectively engage with adiverse range of stakeholders and customers to capture requirementsand through innovative thinking delivery fit for purposesolutions.
Tobe accountable for the project budget reporting any risk / slippageto the Programme Manager / Assistant Director of Transformation& Digital. The post holder is expected to comply with allCouncil financial and procurementregulations.
Ensure theprovision and availability of appropriate evidence and documents todemonstrate probity and transparency in respect of all BusinessChange relatedactivity.
Research bestpractice and maintain strong links with other public and privatesector organisations that have already successfully implementedbusiness change programmes and projects. Prepare and presentdocumentation which brings forward this learning and knowledge intothe wider organisation by way of recommendations to the ExecutiveDirectors Programme Senior Responsible Owners and ProjectExecutives.
Contribute tocomplex policy development related to Business Change Projects thatrequire the development and drafting of new policies procedures andsafety management standards and/ or propose amendments to existingones where required together with implications for anychanges.
Lead designimplement and monitor new ways of working which may lead toproposed policy and procedurechanges
EssentialExperienceRequired:.
Experience toinfluence policy and practice and manage change influencing otherprofessionals to adopt new ways of working isessential.
Experience ofprogramme management including large scale change programmes isessential.
Significantexperience in delivering large scale change projects isessential.
EssentialQualificationRequired:
Educated toDegree level or Postgraduate Diploma isessential.
Prince 2 orequivalent recognised project management qualification isessential.
