The Director for Major Infrastructure Delivery will lead the development, design, and delivery of major infrastructure and highways improvement projects, supporting quality placemaking for Surrey's residents and businesses. The role oversees the Council's engineering design functions, manages strategic supply chain relationships, and ensures the effective use of internal and external resources.
Reporting to the Executive Director for Place, you will ensure compliance with legislation and align strategies to deliver the Council's objectives, including LTP4 and the climate change strategy.
Key duties:
1. Lead the development, design, and delivery of major infrastructure and highways improvement projects, including the Thames River flood alleviation scheme.
2. Assist in developing the Council's pipeline of major projects, ensuring successful delivery after handover.
3. Provide strategic leadership for the River Thames Scheme, liaising with the Environment Agency and government departments to secure delivery of the Full Business Case and construction phase.
4. Ensure robust community engagement in infrastructure projects, collaborating with the PMO and Engagement teams.
5. Offer professional advice on policy and operational delivery of major projects.
6. Lead the provision of Design and Construction Services to ensure collaborative delivery of interlinked infrastructure activities.
7. Build strong relationships with internal and external partners to support the delivery of major projects.
Key requirements:
1. Degree level or equivalent qualification plus substantial management experience in a complex business environment
2. Membership of appropriate professional body
3. Experience of financial planning and delivery of financial plans including significant savings.
4. Experience of working collaboratively with supply chain partners to deliver results whilst having demonstrable experience of managing contract performance.
5. Proven skills in customer and stakeholder management
6. Outstanding relationship management and networking skills, and the ability to foster joint working across service boundaries.
7. Ability to balance strategic leadership and direction with effective operational management

1. Post degree qualification in leadership or an appropriate discipline
