Description You will help to lead the Equality, Inclusion and Human Rights Directorate as part of the Directorate Senior Leadership Team, embedding an inclusive and collaborative culture, and creating the conditions to enable teams to succeed, as well as championing equality, inclusion and human rights across the wider government. You will work with peers, senior leaders and stakeholders to embed the mainstreaming of equality, inclusion and human rights across all aspects of public policy development. The division provides specialist advice on human rights across the Scottish Government, ensures Scotland meets its international treaty reporting obligations and works with stakeholders, internal and external, to collectively advance the systems and processes for monitoring, scrutiny and accountability for human rights. You will the lead the further development of a Human Rights Bill for Scotland which seeks to incorporate international standards into Scots law so a fuller range of rights can be more effectively claimed by rights holders and embedded within public services. This work requires a working understanding of both the international frameworks and also the devolution settlement as it relates to the observation and implementation of international obligations and equal opportunities. Responsibilities Typical duties and responsibilities: Provide internal policy advice and Ministerial support across the full spectrum of human rights obligations which are contained within the Human Rights Act 1998 as well as international treaties to which the UK Government is a signatory. Advance the further development of a Human Rights Bill for Scotland which seeks to incorporate international standards into Scots Law so a fuller range of rights can be more effectively claimed by rights holders and embedded within public service. Develop and oversee delivery of plans for advancing human rights implementation and national level monitoring. Co-ordination of Scottish Government engagement with international human rights institutions and processes, including reporting against obligations under UN human rights mechanisms, the Council of Europe and other treaties. Oversee the delivery of the Scottish Human Rights Defenders Programme funded by Scottish Government. Ensure the requisite assurance mechanisms are in place and effectively used to support policy development, risk management and programme management in support of the overall programme of work of the division. Ensure robust processes for financial management of divisional budgets and provides regular assurance to the Director on this. Qualifications Success Profile Experience: Experience of working with stakeholders across the human rights landscape. A working knowledge of human rights legislation both domestic and international.
