Brief Description
This role sits within Supply Chain Operations (SCO), an area of the business which supplies and delivers the logistics, materials, components, rail and road fleet that enable the maintenance and renewal of the railway.
SCO keeps the materials, machinery and components required by its customers moving – making sure they are on-site when needed so work can go ahead as planned and on schedule.
About the role (External)
Reporting to the Head of Production and Optimisation, you will deliver a pro-active and improvement-driven approach ensuring the effective management and control of all production and some operational functions within the business.
The Production Service function specialises in the manufacture and distribution of railway materials and plays an integral role in the Network Rail Route Services supply chain. The function is accountable for delivering exceptional customer services safely, compliantly, and sustainably.
This role is a great opportunity for someone with a passion and desire to deliver change through continuous improvement in a fast and dynamic environment made up of 46 regional operational locations where a variety of manufacturing, material handling and rolling stock maintenance activities are undertaken.
The role may involve some travel to other locations on an average of 4 days per month.
Key accountabilities include:
* Provide operational safety leadership on Health, Safety and Environment (HSE) matters associated with operational and engineering facilities, focusing upon current legislation that encompasses the management of facilities and people.
* Lead multiple facilities within one geographical location, developing the resourcing, planning and delivery of all facility-focused engineering works and depot operations to safely deliver customer’s requirements.
* Manage the safe system of work for all operational areas, leading on the planning and logistical protection arrangements for site access for all staff, employees, contractors and visitors.
* Develop, implement, and review the operational and engineering facilities strategy, overseeing and defining safe systems of work packages, tasks, and objectives to deliver a programme aligned to the business goals and objectives.
* Define the strategic facilities plan by developing local assurance protocol, competence management systems and processes which are compliant with relevant H&S legislation, company procedures and industry standards.
* Lead multiple Supply Chain operated facilities in the development of continuous improvement programmes and initiatives to improve efficiency and service delivery.
* Manage the development and implementation of communication strategies, achieving positive relations with customers, suppliers, and between key internal departments.
* Drive the implementation of sustainable facilities management and operational best practices throughout the operational sites and the supply chain.
* Lead the operational facilities relationship with internal stakeholders and external suppliers, fostering a positive safety culture and performance.
The ideal candidate will have experience of the following:
Essential:
* Experience in facilities management
* Professional safety qualification relevant to industrial site operation, for example NEBOSH ‘General Certificate’ or equivalent
* Demonstrable experience in a Railway focus engineering environment
* Proven record of successful team management
* Good commercial awareness / knowledge
* Ability to lead and motivate people to comply with the Health and Safety at Work Act and all relevant regulations
* Work knowledge of all relevant technical, quality, environmental, sustainability and environmental standards
* Wide experience of railway or a complementary engineering environment
* Excellent communication and motivation skills essential
* Able to drive change and willing to learn
* Knowledge of computer systems desirable

* Working towards a professional qualification in Engineering
Vacancy type: Permanent
Location: Various locations with travel to other locations on an average of 4 days per month.
Hours: 35 hours per week.
Salary range: Band 3C. £55,596 - £62,546 per annum, depending on skills and experience.
