Job Purpose
This position plays a crucial supporting role in meeting UU's business objectives by delivering a professional quantity surveying service. This service covers one or more core areas, such as procurement and contract management. It must be performed in line with high professional standards and business principles, adhering to regulatory and company procedures and policies.

Accountabilities & Responsibilities
* Value for Money: Support the development and delivery of commercial plans to ensure optimum value for money for UU, driving cost efficiency and strategic alignment.
* Stakeholder Management: Manage senior stakeholder relationships to align business strategy and policy with commercial plans, embedding strong commercial governance throughout the project lifecycle.
* Innovation and Best Practices: Deliver innovation and value through continuous development of the commercial function, including best practice contract assurance, supplier relationship management, and total cost management.
* Risk Management: Proactively manage and mitigate commercial and business risks, ensuring compliance with business strategy and policy while driving best practices and consistency from contractors.
* Collaborative Leadership: Provide commercial expertise and guidance to the SQS/QS community and stakeholders, ensuring collaborative working across the commercial directorate and effective performance management of team members.
Technical Skills & Experience
To be successful with your application, you’ll need to show that you meet the following essential criteria:
* Extensive Experience: Extensive post-degree experience, demonstrating a strong foundation in quantity surveying and commercial management.
* Accreditation and Expertise: NEC3 or NEC4 PM Accreditation, with substantial experience in NEC ECC or ECSC contracts, ensuring high standards in commercial management.
* Leadership and Team Management: Proven ability to lead and develop a diverse, geographically dispersed team, enhancing commercial capability and performance.
* Continuous Improvement: Demonstrable track record in implementing continuous improvement techniques and developing processes to support contract assurance and cost efficiency.
* Commercial Skills: Strong impact, influencing, negotiation, and resolution skills, with the ability to engage senior managers and stakeholders effectively in a complex, rapidly changing environment.

About the Team
* Strategic Alignment: The Better Rivers Commercial Team is fully embedded within the wider Better Rivers Programme working closely with Regional Delivery Managers and Delivery Managers, ensuring efficient and cost-effective delivery aligned with the overall strategy.
* Collaborative Relationships: Utilising the County Model to drive strong relationships and collaboration with the UU delivery team and supply chain, enhancing project outcomes.
* Central Support and Governance: Reporting to the Lead Commercial Manager, this role provides central support and governance to ensure compliance and consistency in approach, processes, and NEC4 ECC and ESCS standards.
* Best Practices and Reporting: Supporting the Lead Commercial Manager in embedding best practices in commercial processes and ensuring robust reporting to Executive Leaders and Senior Managers within UU.
* Team Development: Assisting Commercial Managers with the ongoing development and mentorship of their teams, fostering continual improvement.
