Summary of Role
The MATC will be accountable to the Head of ATS (HoATS) for the provision of a safe and expeditious ATC and MET service at Edinburgh Airport. The MATC will make a key contribution towards the achievement of high safety standards, increased levels of operational service delivery with the full engagement and development of their people. This is a high profile role and will require proactive liaison with a number of internal and external customers, agencies and stakeholders.
A member of the Edinburgh Tower Leadership Team, the MATC is part of the ATC operation and will ideally hold a part-valid ATCO license to aid operational resilience. Proactively working with internal (HoATS, cross functional Executives, Managing Director, Board of Directors, DFS Group) and external (customers, regulatory bodies national and international, Airport, NATS, Airlines) stakeholders, to deliver leading and best industry practice which underpins the success and future growth of ANSL.
Primary Responsibilities & Accountabilities
Operational Service
* Set targets, monitor and report on the service performance and standards of the unit in accordance with the regulatory requirements and in compliance with ANSL instructions, by assessing performance against target and delivering continuous improvement.
Customer Liaison
* Ensure day to day liaison with internal and external agencies, such as Airport Authorities, airline operators, and other stakeholders to negotiate and agree on service, a culture of safety improvement, safety related issues and any aspect of the ATC Operation to ensure the correct balance between safety and income.
Capacity Management
* In conjunction with the Airport Authority, manage the capacity of the airport on a daily and long-term basis by carrying out capacity planning, optimal throughput, and ensuring that all operational elements work together in order to reduce delays and meet customer requirements.
Incident Management
* Balance commercial, regulatory, systems, equipment and engineering considerations to maintain ongoing control. Handle the consequences of any failure as expeditiously as possible.
People Leadership & Management
* Provide clear leadership across the unit and within the management team; developing, delegating and inspiring people to work together to achieve objectives; managing team and individual performance to provide an excellent, safe, efficient and cost-effective ATC service.
* By demonstrating leadership values, motivate and manage employee performance to deliver improved Safety, Service and Value; promote and maintain productive relationships with staff and TU reps through application.
* Deputize for the HoATS in times of absence and as required.
* Leadership of direct reports in the assigned areas.
* Management of performance with regular reviews, taking appropriate action where required.
* Give clear and timely direction to the staff under your control to ensure that all services are provided in accordance with current legislation / ANSL guidelines and company process and policy.
* Provide a culture of coaching and developing the team to enhance their performance.
* Establish and maintain effective working relationships with co-workers, supervisors and external contacts.
Staff Deployment and Training
* Keep a watching brief on the deployment of staff using available systems and staff scheduling (if available) to ensure effective and optimal manning at all times. Manage the ATCO training programme, to ensure that all staff are fully trained and competent.
Safety Responsibilities
* Take accountability for delivery of ANSL Operational Safety policies and standards within the unit by ensuring that procedures, systems, training, and management are in place.
* Continuously assess Safety Risk to the unit, so that action is taken where the risk may become unacceptable.
* Achieve continuous improvement of safety performance.
* Act as the senior ANSL representative onsite in the absence of the HoATS.
* Liaise with the CAA on ATC matters including but limited to:
o CAP 670
o CAP393
o CAP 493
o UK (EU) 373, UK (EU) 340 (and all other documents relating to training and licensing).
* Strategic coordination with the SATE (Senior Air Traffic Engineer) and other Airport departments to ensure that work in progress, withdrawal of facilities etc. can be safely integrated with the provision of the ATS service.
* Reviewing and implementing recommendations arising from incident investigations.
* In consultation with the HoATS, SATE and ANSL's HoID (Head Of Innovation & Delivery) review of any asset replacement requirements for the unit.
* ATC Lead for all projects at Edinburgh, providing input, expert technical advice and guidance whilst working closely with the project team to ensure successful delivery.
* In collaboration with SATE, advise HoATS on the requirement for equipment renewal and replacement, reflect changes in regulatory or operational requirements.
* Review, approve and implement ATC procedures.
* Produce, amend and approve the MATS Part 2, including SIs, TOIs, OPNOTs and SNs.
* Management of the Edinburgh Simulator.
* Review the ATC watch logs for items to be reviewed in the ANSL Safety Meeting (SDRT).
* Production and publication of ATC staffing rosters by the 20th of the previous month.
* Ideally obtain and hold a single Edinburgh ATC validation to provide extra resilience to the operation and also to better understand the complexities and requirements of the operation.
General

Personal Specification
Qualifications, Training and Experience
* Minimum 5 years of ATCO experience (or other relevant industry knowledge).
* Current valid license in ADI or APS is desirable but not essential.
* Extensive knowledge of Airport operations.
* Stakeholder management experience.
* Formal management qualification preferable.
* Extensive experience and broad understanding of regulatory functions and national processes.
* Proven track record for leadership and management of a team.
* Incident Investigator experience preferable.
* Extensive knowledge of Tower and Radar procedures and processes.
Knowledge
* Aviation Industry key regulations -UK (EU) 373 Regulations.
* Aviation Industry - Air Traffic Control.
* Quality Standards procedures and processes.
* Project Management.
* A broad knowledge of the composition, structure and framework of the ANSL organisation is essential, coupled with proven leadership skills with a focus on continuous improvement.
