As a Contract Manager – Boundary Fencing, your mission is to lead and manage the successful delivery of boundary fencing projects across National Highways, Water, and Construction sectors. You will be responsible for ensuring that projects are delivered safely, efficiently, within budget, and to the highest quality standards. Through your leadership, you will drive operational excellence, maintain strong client relationships, and ensure compliance with industry and contractual requirements. You will also play a key role in fostering innovation and continuous improvement within the fencing division.
Role Purpose: The Contract Manager – Boundary Fencing is responsible for the full project lifecycle, from tendering and planning to execution and close-out. Acting as a key link between clients, operational teams, and senior leadership, you will ensure the effective delivery of National Highways, Water, and Construction fencing projects. This role requires a blend of technical expertise, commercial acumen, and leadership skills, ensuring that all fencing installations meet contractual obligations, safety standards, and environmental
Roles & Responsibilities
Project Delivery & Management
Oversee the planning, scheduling, and execution of fencing projects on National Highways, Water, and Construction sites.
Conduct site surveys and risk assessments to ensure optimal project planning.
Develop and manage project programmes, ensuring timely and efficient delivery.
Ensure compliance with contract specifications, industry standards, and regulatory requirements.
Work closely with the design and procurement teams to ensure materials, labour, and logistics are effectively managed.
Identify potential risks and implement mitigation strategies to avoid delays or cost overruns. Commercial & Financial Accountability
Manage project budgets, financial forecasting, and cost control to achieve target margins.
Work alongside commercial teams to ensure accurate and timely applications for payment.
Identify opportunities for contract variations and additional works to increase revenue.
Ensure Work in Progress (WIP) is kept under control, reducing financial risk.
Negotiate and manage supplier and subcontractor contracts to ensure cost-effective project delivery. Stakeholder Engagement & Client Management
Build and maintain strong relationships with clients, ensuring high levels of satisfaction and repeat business.
Act as the primary point of contact for client discussions, progress reporting, and issue resolution.
Engage with external stakeholders, such as local authorities and regulatory bodies, ensuring project compliance.
Ensure clear and consistent communication across internal teams, suppliers, and contractors.
Health, Safety, Quality & Environmental (HSQE) Compliance
Ensure all fencing projects comply with industry regulations, including NHSS2a (National Highways Sector Scheme for Fencing).
Develop and review project-specific HSQE documentation (RAMS, CPP, ITP, EMP).
Drive a safety-first culture, ensuring all teams adhere to strict health, safety, and environmental policies.
Conduct regular site audits, toolbox talks, and safety inspections, ensuring compliance with best practices.
Promote sustainability by integrating environmentally friendly solutions into fencing projects. Operational Excellence & Continuous Improvement
Drive process improvement initiatives, enhancing efficiency and quality in fencing installation.
Implement digital solutions for project tracking, documentation, and reporting.
Lead lessons learned reviews, identifying opportunities for improvement and innovation.
Keep up to date with industry trends, innovations, and new fencing technologies. People & Leadership Development
Lead, mentor, and support a team of Site Managers, Supervisors, and Field Teams.
Provide structured training and development to upskill teams and improve operational performance.
Support recruitment and resource planning to ensure the right workforce is in place for project demands.
Foster a positive and high-performance culture, aligned with company values.
Qualifications & Experience:
Proven experience in managing boundary fencing projects in National Highways, Water, or Construction sectors.
Strong understanding of fencing standards, NHSS2a compliance, and contract management.
Commercially astute, with experience managing project budgets, tenders, and financial performance.
Proficiency in Microsoft Office (Excel, Word, SharePoint) and project management tools.
Excellent leadership, communication, and stakeholder engagement skills.
Experience in risk management, contract negotiation, and supply chain management.
Relevant industry certifications (CSCS, SMSTS, NEBOSH, IOSH) are preferred.
