Renfrewshire Valuation Joint Board is an independent public authority established by The Valuation Joint Boards (Scotland) Order 1995.
What we do:
We provide a professional valuation and electoral registration service for the Renfrewshire, East Renfrewshire & Inverclyde Council areas, focusing on the compilation and maintenance of the Valuation Rolls, Valuation (Council Tax) Lists, and Registers of Electors.

Who are we looking for:
You will be part of the Management Team responsible for the efficient day-to-day organization and planned future development of the Board’s practices. This role involves setting the strategy for the Board’s long-term aims and is accountable to the Senior Management Team for ensuring the delivery of statutory functions for both Council Tax and Non-Domestic Rating across the Board’s three constituent authorities.
Your responsibilities will include leading, managing, and directing a team of professional, technical, and, where appropriate, administrative and clerical staff. You will determine and manage the workload of a valuation section, ensuring the timely completion of all allocated work in line with statutory timetables and internal performance targets. Additionally, you will manage the disposal of rating proposals and appeals within the statutory timeframe, liaising with the First and Upper Tier Tribunals and acting as an advocate in formal appeal hearings. The role also involves preparing and delivering Non-Domestic Revaluations, working autonomously as required to meet key deliverables.
Applicants should be a Chartered Member of the Royal Institution of Chartered Surveyors and possess excellent knowledge of and be fully conversant with the law and practice of Non-Domestic Rating and Council Tax, including Revaluation experience and preparation of valuation practice notes. A successful record at operational management level, with experience in leading or managing change, as well as extensive practical experience in valuation and appeal disposal for Non-Domestic Rating and Council Tax, is essential. Familiarity with the Board’s corporate governance obligations, including information governance responsibilities, is also required.
Proven leadership and motivational skills, along with excellent time management and written/oral communication skills, are necessary. You should have the ability to analyze information and develop strategic plans, as well as possess analytical and problem-solving skills. The ability to work under pressure while ensuring strict deadlines are met is crucial.
A full driving licence and use of a car for business purposes are essential for this role.
