JOB RESPONSIBILITIES
1. Financial and Contractual Performance and Financial Reporting
o Responsibility for PCN financial performance
o Produce an annual statement of Income and expenditure for PCN auditors
o Provide financial reports to network practices
2. Business Planning and PCN Strategy Development
o Lead the development of a 5-year strategic plan
o Support change and monitoring practice PCN DES performance
o Identify new income streams and new services
o Support, develop and evaluate strategic development of all services
o Apply for PCN development funds and resources to support the network achieve its objectives
o Support PCN development nationally and advising the Clinical Director and member practices on initiatives, policy development, best practice, and funding streams
o Provide digital transformation leadership to the PCN
3. Meetings
o Support all PCN meetings, lead and chair as required
o Act as PCN representative on countywide PCN Business Manager meetings and other relevant meetings with the IBC and other partners
o Act as point of contact for the Clinical Director, practices, screening communication, correspondence
o Encourage and foster effective working relationships between networks and within the ILP
o Work with member practices to consolidate the network, promoting its ethos and values
o Attend county digital transformation meetings
4. Bids/Contracts
o Develop, sign off and respond to PCN service specifications
o Identify KPIs and key deliverables
o Prepare and present Business Cases to the PCN practices
o Work with member practices to ensure that all obligations under the agreement are met and network practices are fairly and equitably remunerated
o Oversee performance dashboards and support practices to implement remedial actions where needed
5. Representing the Interests of the Network
o Represent the network at contract meetings with other bodies such as the ICB
o Present data to member practices, PCN clinical leads, Clinical Director and other stakeholders related to network performance
6. HR/Workforce Planning
o Lead and manage HR, performance, development and appraisal of network staff with clinical support where required
o Manage workforce returns as required by NHS E/ICB
o Lead on all PCN workforce planning and proposals for PCN
o Act as a line manager for relevant or senior ARR roles
o Attend ARR staff team meetings as required
7. Communication and Engagement
o Maintain effective and timely communication with network practices, clinical director, and network employees
o Communicate with network practices, ICB and other stakeholders such as the GP federation, Care Homes etc. and promote the identity and ethos of the network
o Communicate effectively with public groups, patients, and carers
o Enable and encourage sharing of good practice across the network helping to reduce duplication and wastage
o Apply professional standards
o Develop a PCN wide social media communication
o Oversee alignment of digital options for service delivery across the PCN
8. Digital Transformation
o Identify opportunities for transformation activities, utilising access, and PHM data to tackle inequalities and supporting practices to deliver change, improving systems for enhancing patient care
o Link with the ICB and ICS teams within Gloucestershire, as well as NHSE regionally and nationally to ensure PCN maximises opportunities available for QI, digital transformation to maximise funding and resources
o Plan, co-ordinate and directly support the delivery of transformation activity in general practice within the PCN with a view to improving patient access, quality and continuity of care, staff and patient satisfaction, and the efficiency and sustainability of general practice services
