EQUANS is looking for a Housing Renewal Officer to join our team in Grimsby. This is a full time permanent role working 37.5 hours per week. On offer is a salary between £29, - £33, depending on skills and experience.
EQUANS have identified a great opportunity to introduce a Housing Renewal Officer to their Housing team which is part of our Property Services service area. We are looking to employ a confident and motivated professional to work at the North East Lincolnshire Contract who is looking for career and personal development opportunities. The successful candidate will be responsible to the Housing Improvement Manager and assist with the delivery of Housing related activities including enforcement, housing assistance, empty homes, caravan sites, unauthorised encampments and HMOs.
The applicant will be required to have previous experience providing of housing related activities and we are interested in hearing from applicants who are enthusiastic and passionate in improving housing standards and protecting our vulnerable residents and contributing towards building a sustainable community. The role will include the need for the individual to demonstrate continuous improvement in their career development.
What will you deliver?
1. Undertake inspections and surveys to determine the actions required to safeguard and risk assess all private rented sector housing stock, vacant, tenanted and owner-occupied properties with regard to all statutory provisions.
2. Assist in the delivery of grants and loans including initial inspections, applications, prepare schedules of works, tendering, overseeing on site works and agreeing final accounts.
3. Identify and undertake inspections of Houses in Multiple Occupation (HMO), using all relevant housing legislation available, to identify disrepair, fire safety, sub-letting and compliance with mandatory licencing Prepare the appropriate notices and license documentation in accordance with housing legislation.
4. Completing a risk assessment under the Housing Health and Safety Rating System.
5. To carry out complex negotiations and liaise with owner-occupiers, landlords and tenants to ensure that properties are brought up to standard and encourage good housing management practices and good tenant like behaviour.
6. Prepare a schedule or works for a landlord to ensure the property is free from hazards and bring the property up to statutory and council standards.
7. Work with the landlord to remove hazards present in the property.
8. Where appropriate; preparation and service of a formal notice, taking enforcement action to ensure the landlord complied with legislation.
9. Where appropriate; preparing a case for prosecution in a court of law. This task could include taking witness statements and carrying out interviews under caution.
10. Play an active part tackling Rogue Landlords within the borough.
11. Identifying the owners of empty properties and using all available legislation to bring these properties back into use.
12. Attending traveller sites and undertaking the statutory welfare checks. Serving of the statutory notices as required.
13. Inspect residential/holiday caravan parks to ensure compliance with legislation and model standards including preparation and issuing caravan site license.
14. Offer advice and information on housing related issues to owner-occupiers, tenants, landlords and members of the public to actively encourage good landlord/tenant relations and responsible home ownership.
15. Supporting the management team in day-to-day communication activities.
16. Carry out other duties and responsibilities of a similar nature which may be allocated from time to time to meet business needs.

Who are we looking for?
28. Previous housing experience including enforcement, empty properties, Housing grants and loans, Empty Homes and HMOs
29. Qualified to competently assess building defects and complete a schedule of repairs and complete a Housing Health and Safety Rating System risk assessment
30. Experience serving statutory notices and compiling a case for prosecution in all manner of housing legislation.
31. Ability to source/interrogate intelligence and use these to build a robust enforcement case.
32. Cultural sensitivity, empathy and strength of character to build relationships with people and be persuasive, especially in human intelligence work.
33. Good written, verbal and communication skills
34. Good networking, partnership and negotiating skills with the ability to influence others.
35. Proficient with word, excel, power point, outlook, publisher, web-based databases and social media outlets.
36. Good numerical skills, analytical and problem solving
37. The ability to work unsupervised and demonstrate initiative is essential
38. The ability to lone work and organise own workload to meet deadlines
39. Flexible to meet the needs of the service

41. Holds a full UK driving licence
