Overview:
A leading housing association in the North West seeks an Interim Procurement & Acquisitions Manager to lead land and property acquisitions and oversee early-stage development (RIBA Stages 0-3). This role requires an experienced professional with a strong background in development, acquisitions, financial due diligence, and governance within the affordable housing sector.
Key Responsibilities:
* Development & Acquisitions
o Identify and secure land and property opportunities, ensuring alignment with growth strategy.
o Lead feasibility studies, due diligence, and financial modelling to assess viability.
o Negotiate Development Agreements, S106 contracts, and JCT contracts.
o Work with finance, planning, and legal teams to structure acquisitions and maximise funding.
* Early-Stage Development (RIBA 0-3)
o Oversee site identification, feasibility assessments, and pre-planning.
o Appoint and manage consultants, including architects, planners, and surveyors.
o Ensure governance and regulatory compliance in procurement and acquisitions.
o Liaise with local authorities and funding bodies to secure approvals.
* Procurement & Commercial Management
o Lead procurement for consultants and contractors in line with public sector regulations
o Monitor scheme costs, budgets, and investment performance.
o Strengthen procurement processes to ensure value for money.
* Stakeholder & Risk Management
o Engage with senior leadership, investment committees, and government bodies.
o Oversee risk management across the development pipeline.
o Support merger due diligence and strategic housing growth planning.
Candidate Profile:
* Extensive experience in housing development, acquisitions, and investment, ideally in a senior role.
* Strong commercial acumen with a track record in acquisitions, JCT contracts, and Development Agreements.
* Expertise in early-stage development (RIBA 0-3), including land procurement and financial due diligence.
* Knowledge of grant funding, S106 agreements, and affordable housing finance.
* Excellent stakeholder management and experience reporting to boards and leadership teams.
* Proven ability to lead teams, manage change, and drive performance in interim roles.
