Programme and Compliance Manager - Madagascar
Location: Antananarivo, Madagascar
Contract: 36-month fixed term contract, renewable
Salary: £47,229 DOE + £1,368 monthly allowance

About the Role
The Programme and Compliance Manager role for the FCDO funded multi-hazard preparedness and resilience programme in Madagascar will be responsible for the oversight and management of a 3-year programme. This role will be working closely with the International Federation of the Red Cross (IFRC) team, the Malagasy Red Cross Society (MRCS), and British Red Cross (BRC).
The position is responsible for ensuring the FCDO-funded programme is successfully implemented and reported on in partnership with the programme stakeholders. Key responsibilities include:
1. Work bilaterally with MRCS to develop detailed programme designs and support ongoing implementation.
2. Ensure appropriate management systems are in place regarding all activities in the programme, including monitoring, security, health and safety, HR, value for money, and accountability.
3. Manage and coordinate regular reporting for FCDO, including updating the MEAL framework and co-hosting regular update meetings with MRCS and FCDO.
4. Handle serious incidents appropriately and report them internally and to FCDO, particularly those relating to safeguarding and aid diversion.
5. Manage internal and external stakeholders to ensure compliance with FCDO agreements and develop solutions to meet donor requirements.
6. Take responsibility for meeting contractual obligations, producing deliverables and targets, and achieving activity results.
What we are looking for
You will have outstanding knowledge of programme management standards, particularly in coordination, organisation, and planning. Essential qualifications include:
* More than 7 years of experience managing large programmes in fragile or conflict settings.
* Demonstrated decision-making and risk management capabilities on significant compliance issues for high-value programmes.
* Excellent English communication skills and fluency in French.
It would be useful to have knowledge of the Madagascar context, experience in Security Management, and an understanding of localisation principles.
