Job Description
Ofgem works on behalf of energy consumers to ensure that every household and business in the UK can rely on a safe, affordable, and environmentally sustainable energy supply. We are playing a vital part in accelerating the transition to Net Zero and a carbon neutral energy system – a goal that everyone wants to achieve.
A key lesson from the energy crisis is the urgent need to shift towards home-grown, cheaper, cleaner, and more secure forms of energy. This will help to reduce costs to consumers by breaking the link between electricity and gas prices, improve the security of supplies of energy and achieve energy independence, and help deliver the government’s ambitious goals for net zero by 2050. By providing the lowest cost and lower carbon heating solutions in many situations, heat networks will play a key role in delivering this agenda.
The Heat Networks team in Ofgem is responsible for shaping and implementing the future regulatory regime for heat networks. Ofgem will be responsible for regulating the heat networks market when the necessary legislation is in place. We provide advice and expertise to government on the detailed design of the new regulatory arrangements. Particularly relevant to this advertised role, the Heat Networks Programme team is also preparing for Ofgem’s future oversight role, including how we will monitor the market, work with stakeholders and operationalise our new functions, including through delivery of a new digital platform.
The Heat Networks Programme Delivery Deputy Director is a critical role in shaping and overseeing the transition from policy development to operationalising the new rules and digital processes, engaging with key internal and a diverse set of key external stakeholders.
Person specification
* Lead the Heat Networks Programme Delivery Team to operationalise the new Heat Network regulation rules and digital processes, on time and in budget.
* Build strong understanding of the policy approaches to the regulation of Heat Networks in order to operationalise and implement the policies and objectives of Ofgem and the Department.
* Build and maintain a strong delivery-focused programme team. Provide leadership and direct larger multi-disciplinary teams to deliver successfully.
* Ensure robust governance and oversight is established and maintained to enable successful delivery of the Heat Networks Programme.
* Ensure robust integrated assurance model is embedded within the Programme. In collaboration with the SRO and Programme SLT, provide leadership for assurance activities and lead response to recommendations.
* Accountable for ensuring strategic and operational risks and issues are identified, prioritised, assessed and mitigated. Ensure senior stakeholders are briefed, updated and where appropriate, enrolled in the management and control of key risks.
* Effective contract management, overseeing multiple and complex contracts across multiple contract types in order to deliver Ofgem’s key priorities at pace.
* Provide strategic leadership in monitoring benefit delivery and to maximise benefits from the programme.
