About the role
Haringey Council is currently seeking a Digital Policy and Innovation Manager to join our Digital and Change team within the Culture, Strategy and Engagement Directorate. We are in search of a dedicated and passionate individual who can bring their skills and expertise to lead digital innovation across the organisation.
As a Digital Policy and Innovation Manager, you will introduce and demonstrate new concepts that benefit the delivery of our services. You will build innovation muscle within operations and the operational value chain, customer experience and organisational culture. You will work closely with senior leaders to present opportunities that technology presents in delivering services to residents. Additionally, you will develop relationships with service users to understand and shape demand and to plan the long-term strategic direction.
Main Responsibilities
* Review current and future digital trends, contributing to policy making at the highest level.
* Initiate and build relationships with key stakeholders in business change design and implementation.
* Lead engagement with business areas in designing service strategies that maximize digital opportunities.
* Seek out innovation through collaboration with external private and public sector organisations.
* Trial and test evolving digital technologies to support council services and digital networks.
* Conduct business impact assessments and lead business change readiness reviews.
* Coordinate effective Digital Service support for the Council’s portfolio of change projects and programmes.
* Identify strategic opportunities to reduce costs and manage cost pressures for the Digital teams.
* Collaborate with Enterprise Architect and other Digital Service Heads to manage financial budgets and targets.
* Use data to inform council’s future needs and requirements and develop digital strategies.
* Deputise for the Enterprise Architect when required at senior organisational level and externally.
* Design, produce, and implement digital policies, guidelines, and standards.
* Ensure digital compliance with regulations.
About you
We are looking for individuals who have:
* Strong awareness of legal and regulatory frameworks related to digital technologies.
* Familiarity with digital technologies such as cloud computing, cyber security, AI/ML, and big data analytics.
* Proven experience in driving digital innovation within an organisation.
* Experience in policy analysis, formulation, and implementation.
* Proficiency in using data and evidence to inform policy choices.
* Excellent knowledge of innovation frameworks and methodologies.
* Experience leading teams through strategies of change.
* Ability to operate effectively within democratic processes, with strong political acumen and communication skills.
* Experience building and executing strategy and working with other teams to deliver outcomes.
* Ability to explain nuanced decision-making involved in becoming a digital organisation.
* Proactive and results-oriented, with creativity and innovation in finding solutions to complex problems.
* Knowledge of local government applications and their remit within the organisation's architecture.
* Proven leadership experience with strong interpersonal and influencing skills.
