Operations Manager Reference: 12777 The Opportunity This is a key role leading the operational delivery team within our South West Water framework with overall responsibility for successful project delivery, including health and safety, client relations, quality, environmental, design, programme and commercial performance. As a member of the Framework Leadership Team (FLT) they report directly to the Framework Director. The Operations Managers direct reports include up to 3 Senior Project/Contract Managers delivering portfolios of work and members of the construction assurance function. What you will be doing Lead by example on all aspects of Safety, Health, Wellbeing and Environmental performance working with other members of the leadership team moving us towards achieving a generative team culture. Enthusiastically support “We Care” (Tilbury’s culture and behaviour change approach) always living the company values and safety habits. With the support of the H&S team ensure safety risks are mitigated in design and construction and that the company and client health and safety standards and systems are understood and implemented. Work in conjunction with Senior Project Managers to deploy operational staff resources taking account of skills/competency mixes and ensuring efficient but safe staffing levels. Support and mentor team members including identifying their personal development requirements. Undertake formal annual appraisal for direct reports and maintain regular communication via monthly 1 to 1’s for example. Ensure effective contact and communication is maintained throughout team. Identify and initiate team development and building interventions utilising external specialists when appropriate. Work with the Framework Director to put in place succession plans. Be accessible to team members, regularly visiting sites and formally and informally engaging with all site personnel including supply chain employees. Having proactively identified resourcing requirements, assist in recruiting staff & workforce including reviewing CV’s and undertaking interviews. Ensure comprehensive onboarding is undertaken (including competency assessments) and that probationary periods are managed effectively throughout team. Work with others to ensure that project teams (including the supply chain) fully understand our quality requirements and strive to achieve right first-time and zero-defects at handover. Assist with the establishment of arrangements to support achievement of Tilbury Douglas and client set objectives and targets. Ensure the project teams collate and submit (in a timely manner) the required performance data for their respective projects. Critically review performance data with teams. Monitor the progress of offsite and onsite operations against deadlines and budget limitations with those who directly report to you. Manage and contribute to the ownership of project reporting. Build mutually beneficial relationships with our strategic and wider supply chain, being a key person within the issues resolution/escalation process, ensure speedy and amicable outcomes. Be an enthusiastic advocate of the “programme is king” mantra working with project teams to ensure “Last Planner” aspects are fully implemented throughout the project lifecycle. Enlist external specialist support where necessary to secure the required understanding and performance. Build effective relationships with the client’s personnel and in particular the senior leaders – work towards becoming their trusted/go to advisor. Support the pre-construction team providing appropriate resources and technical expertise to support tenders. Given the roles accountability for successful project delivery, ensure involvement during the pre-construction phase attending bid review and settlement meetings for example. Engage with personnel from our other water frameworks to share best practice, supporting others in areas of personal expertise and knowledge sharing. Whilst your immediate priority is to contribute to effective mobilisation and getting the project delivery basics right, you will also positively contribute to identifying and implementing business change so we continuously improve performance and meet internal and client expectations/efficiency requirements. What we will need from you Degree or HNC/D level qualification in construction, technical or management construction related subjects. Experience in the delivery of a range of projects values and complexity. Experience of design and build / Experience of delivering projects using the NEC forms of contract. Excellent knowledge of construction techniques and methodology. Proficient in use of Microsoft Office 365 products, apps and IT generally. Must hold a full UK driving licence. Hold a current SMSTS qualification and relevant CSCS card.
