Job Description
The role provides leadership of Operational Energy Authority (OEA) Futures (Futures Team, Ground Fuels Ops, West Moors site and West Moors Petroleum Depot) and Climate Change & Sustainability (CC&S) functional areas, and acts as the Defence lead overseeing the evolution of the OEA through the Energy Transition.
This post will provide coherent, timely and expert logistics advice and direction in support of both Departmental plans and current and contingent operations. Bringing coherence and consistency to the development of Defence logistics policy in order to maximise the freedom of action of operational commanders and to assure the End to End (E2E) Logistics Process.
Through the development of Concepts, Strategy and Policy Direction, the post provides strategic level advice and staffing effort to develop Defence Support's Conceptual Development programme of sustainable support activities.
The post has responsibility for the Sustainable Support Strategy (SSS) Portfolio governance, implementation of the Defence Operational Energy Strategy (DOES) and liaison with the central Climate Change, Environment & Energy (CCE&E) Directorate and CC&S leads across Defence. The post will develop the SSS portfolio in line with the ‘Futures’ ambitions of DefSp and the Defence Support Strategy and will interface with Defence and external stakeholders to develop successful partnership working.
The role guides and shapes the delivery of CDLS’s strategic headmarks by providing the intellectual foundations, informed through research and experimentation and bringing coherence to the activity in Defence’s wider Support community. This activity presents options in the development of equipment and materiel and workforce out to a 30-year horizon. You will need to be innovative, free thinking, comfortable with incomplete information sets and strategic ambiguity in a rapidly developing field of work. The role will advise on the policy changes and assess how operational sustainability and energy factors can be brought into decision making at all levels.
Responsibilities of the role include, but are not limited to:
* Overseeing the Sustainable Support Strategy Portfolio governance.
* On behalf of CDLS, act as the Defence lead for the implementation of the Defence Operational Energy Strategy, the MOD’s response to the energy transition.
* Leading on operational sustainability and energy transition international engagements with NATO and allied partner nations.
* Working with the CCE&E Directorate on climate security, operational sustainability and energy mitigation policy.
* Overseeing West Moors Petroleum Depot’s efficient receipt, storage and distribution of Defence fuels, oils, lubricants and associated products to meet global Front Line Commands’ (FLC)
* Maintaining West Moors Petroleum Depot and Ground Fuels Ops related Service Level Agreements with the four FLCs and the Command Acquisition Support Plan (CASP) with Defence Equipment & Support (DE&S). Advise on impact of changes or disruption to the service provided on Defence outputs.
* Overall responsibility, through the Head of Establishment (HoE), for the safety and security of the West Moors site whilst ensuring the Petroleum Depot and lodger units can maintain business outputs.
* Acquisition Safety Manager for the Operational Energy Authority.
* Line Management and Countersigning Office responsibilities.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
