What can you expect in this role?
(Key Responsibilities and Accountabilities)
1. Manage the sub-recipient process in coordination with the head office awards and compliance team including:
1. Performing due diligence on potential sub-recipients in accordance with federal regulations and Foundation requirements;
2. Preparing sub-award agreements and securing internal approvals
3. Reviewing requests for disbursement of cash requests to sub-recipients for accuracy and compliance with the agreement documents
2. Lead the grants team in determining capacity building needs for the sub-grantee staff and work with various stakeholders (programs, health systems teams, operations departments, etc.) to design customized training packages, including post-training follow up and associated documentation
3. Review, analyze and submit to HQ the monthly financial reports and corresponding supporting documentation from the sub-grantees
4. As a member of the budget monitoring committee, monitor grant periods and spending trends for all sub-grantees and work with project teams to request and secure any award modifications on a timely basis
5. Develops a targeted, risk-based, compliance review plan for sub-grantees, disseminates the plan to management and ensures strict adherence/implementation of the plan within the stipulated timelines
6. Support the new business development team on proposal and budget preparation as requested,
7. Ensures that all required sub-grantee documentation is posted in the Contracts and Grants Information System, and also ensures that copies of supporting documents for sub-grantee expenses are available in hard copy for audit
8. Maintains open and regular communications with Senior Management, and headquarters staff in DC for compliance updates, learning of best practices from other countries, problem solving options, professional development, etc.
9. Perform financial due diligence of grantees/organizations, evaluating their positions and risks.
10. Support leadership to recommend and implement grants and develop appropriate mitigating strategies to manage financial and organizational risks.
11. Partner with Program Assistants to provide financial and business perspectives in grant-making, in addition to cultivating strong partnerships with business teams.
12. Perform analysis and provide financial advice to support resource allocation and decision-making.
13. Support data analyses to generate new insights on the grant portfolio, leading to improved allocation of resources.
14. Structure grants to optimize cash disbursements in consideration of operational risks.
15. Participate in cross-foundation projects to improve tools and practices in support of effective grant-making, pipeline management and operational excellence.
16. Ensures that all audit/compliance findings are tracked and is responsible for monitoring implementation status by the various managers, and will report on implementation status on a regular basis
17. Ensure the timely administration of all sub-grant closeouts
18. Perform other duties as assigned from time to time.
To be successful, you will need to have :
( Required qualifications and Experience )
4. Must have completed a Master in related field with at least at least 7 years’ hands on experience in grants management/supervisory level ACCA or CPA is a plus
5. In depth knowledge of United States Government grant and financial regulations, systems and procedures for managing complex grant programs with many partners and customers.
6. Experience working with an international non-profit/non-governmental organization (NGO) will be an added advantage
