Role Description
The Environment, Health & Safety (EHS) Manager will develop, implement, and oversee comprehensive EHS programs, to ensure compliance with regulations, minimize environmental impact, and promote a safe and healthy working environment for all employees, contingent workers, and visitors.
This role will be based in Cambridge, UK, however the ‘role holder’ will also act as business partner for EHS at the Munich, (German) site.
We are seeking a skilled, experienced, and proactive Environment, Health, and Safety (EHS) Manager to join our team, to support operational safety across our organization. The ideal candidate will have a strong background in EHS management, experience with Containment Level 2 (CL2) laboratories and genetically modified (GM) organisms (Class 1 and 2), Chemical and Biological COSHH, the Specified Animal Pathogens Order (SAPO), the Convention on International Trade in Endangered Species (CITES), the Animal and Plant Health Agency (APHA) and a strong scientific knowledge, (especially biological).
Responsibilities
* EHS Program Development:
o Develop and lead site-wide health and safety strategy, including the identification and championing of best practices in Operational Safety.
o Develop and implement EHS policies, procedures, and programs tailored to the specific needs of research and development activities, including, but not limited to:
+ Site Audit, Inspection, and monitoring programmes, to proactively identify potential hazards and areas for improvement.
+ Risk assessment – write, review and approval programme.
+ Site Incident and near miss reporting and investigation programme.
+ Training and competency programme.
+ Facilitate safety committee meetings, including the Biological Safety Committee (BSC) and General Safety Committee (GHSC).
+ Contractor control programme – Permit to Work (PTW), Risk Assessment and Method Statement (RAMS) management, and induction.
o Collaborate with cross-functional teams to integrate EHS considerations into research and development projects.
* Regulatory Compliance:
o Ensure compliance with Containment Level 2 (CL2) requirements, including proper use of personal protective equipment (PPE), disinfection procedures, and waste disposal.
o Stay abreast of relevant environmental, health, and safety regulations and ensure compliance with all applicable laws and standards.
o Develop effective relationships internally, such as those responsible for Animal Welfare Ethical Review Body (AWERB) forms, Insurance, HR, and Legal Services, and externally with stakeholders such as BRC, Biomed, Occupational Health and professional safety organisations (i.e. IOSH and ISTR).
o Manage permits, licenses, and reporting requirements related to environmental protection and workplace safety.
o Liaise with enforcing authorities, e.g. the Health and Safety Executive and Fire & Rescue Service, etc. on issues relating to health and safety to ensure Zoetis is represented appropriately, and communication is informed and authoritative.
* Identify, assess, and mitigate environmental and occupational health risks.
* Develop emergency response plans and protocols to address potential incidents and ensure the safety of employees, visitors, and the surrounding community.
* Manage Incident and Near miss investigation, with accompanying written reports, including RIDDOR investigation and any potential breaches of terms or licences held.
* Provide advice and support for risk assessment and hazard evaluation of the laboratory activities including the use and management of biological agents and genetically modified organisms.
* Training and Education:
o Engage, advise, and coach staff, (at all levels) with health and safety responsibilities, across a range of disciplines, including biologicals, chemicals, physicals and ergonomics, to enhance their knowledge and competence.
o Develop and deliver training programs to educate all employees on EHS policies, procedures, and best practices.
* Monitor EHS performance metrics and trends to identify opportunities for improvement.
* Lead or participate in incident investigations and root cause analyses, implementing corrective and preventive actions as necessary.
* Promote a company culture and climate of full compliance and continuous improvement.
* Occupational Health and Safety
o Manage the Occupational Health program, in partnership with HR, to ensure the well-being of all staff, including the specialist requirements of laboratory personnel such as health surveillance and ergonomic assessments beyond DSE.
Required Qualifications
* Bachelor's degree, or Masters in Environmental Science, or a related engineering/science discipline is required, or equivalent experience in a scientific working environment.
* Fluency in German is required.
* NEBOSH National General Certificate, or equivalent certification is required, with associated diploma, (Occupational Health and Safety Management) highly desirable.
* Proven track record of developing and implementing successful EHS programs and initiatives.
* Minimum of 5 years of experience in EHS management, preferably in a laboratory or research environment with direct experience in Biological, Chemical and Laboratory safety.
* Knowledge of COSHH, specifically in relation to biosafety, with a view to taking over the role of Biological Safety Officer.
* Certification as a Biological Safety Practitioner (IOSH and/or ISTR in the UK) desired or the agreement to attain the qualification is required.
* In-depth knowledge of UK EHS regulations and Containment Level 2 (CL2) requirements, including GM Class 1 and 2 CU notifications.
* Knowledge of AWERB, HSE licences, Home Office legislation, SAPO, CITES and APHA with an in depth understanding of Biological research techniques, including Genetic Modification.
* Practical experience of working within R&D Laboratories.
* Proficient and confident in the design, development, and delivery of in-house safety training packages.
* Pragmatic approach to the application of safety in the workplace
* Strong analytical and problem-solving skills.
* Excellent communication and interpersonal skills, with the ability to effectively engage and influence stakeholders in a matrix environment.
* Ability to work independently and as part of a team.
Desired Qualifications/Experience
* NEBOSH International General Certificate and/ or a German Health and Safety qualification (e.g. Sifa and/or specialised degree in Safety Engineering) desired.
* In-depth knowledge of German EHS regulations is desired.
* Strong knowledge and understanding of animal; cells, tissues, related pathogens, and zoonotic diseases would be highly desirable.
* Membership of professional bodies such as ISTR, IOSH, IEMA or the Institute of Risk Management is desirable but not essential, specifically Chartered Member of IOSH (CMIOSH)
