Penspen www.penspen.com are seeking a dynamic Site Supervisor to manage 5 Shift Leaders and 15 Operations Technicians at their multi-skilled site located in the Colnbrook, Berkshire region.
You will have:

* Fuels management experience is a distinct advantage.
Main Purpose of Role:
To provide site supervision responsibilities for the general activities associated with the day-to-day operations at Colnbrook Rail Terminal, pipeline, and Colnbrook equipment at Northern Fuel Receipt Facility.
Provide a supporting role (Deputy) to the Colnbrook Terminal Manager in the day-to-day operation of the Colnbrook site, pipeline, and Northern Fuel Receipt Facility. Assist the Terminal Manager by providing Operating Authority duties as a Level 2 Operating Authority for the Colnbrook Rail Terminal, pipeline, and Colnbrook equipment at Northern Fuel Receipt Facility.
Knowledge / Experience (Skills):
* Experience in the handling of bulk storage facilities in hazardous installations.
* IT literate – MS Word, Outlook, Excel, PowerPoint and ability to quickly learn Q4 (CMMS) and other packages.
* Full UK driving License.
* Previous Line Management experience including supervision of multi-discipline teams.
* Excellent communication skills.
* Ability to work unsupervised.
* Good organizational ability.
* Awareness of Health and Safety in industrial environment, knowledge of statutory legislation on HSEQ matters and understanding of risk assessments and safe systems of work.
* Ability to mentor and train individuals to attain levels of competency.
Responsibilities:
* To liaise and co-ordinate the shift patterns and working periods of the Colnbrook shift teams to ensure full cover is maintained for continued operation inclusive of the periods for routine, planned and unplanned absence.
* Provide support to the team in periods of emergency cover when required.
* Complete 100% Operational duties and any allocated maintenance in accordance with schedule.
* Maintain a reliability performance of 98% pipeline utilisation.
* Work additional hours as reasonably expected to fulfil maintenance and inspection duties, provide holiday cover for other Colnbrook team members, to respond to breakdowns and to assist with project work.
* Work in accordance with Penspen safe systems of work and equivalent systems in place at sites operated by others. This includes preparation of risk assessments, work procedures and method statements for colleagues and contractor works.
* Implementation of safe working practices for all activities at Colnbrook terminal and NFRF facilities using the Penspen permit to work system operating at Level 2 authority.
* Operational accountability for activities for the Colnbrook Rail Offloading Terminal, Heathrow’s Northern Fuel Receipt Facility (NFRF), pipeline wayleave support. This includes aviation fuel quality assurance activities.
* Manage the completion of planned and corrective maintenance tasks and use the company Computer Maintenance system.
* Work with procured goods and contracted services.
* Continual improvement of operating practice and ownership of site operating procedures with due regard to safety, reliability, and cost.
* Full adoption of Safe Systems of work as a level 2 authority (Operating Authority) and achievement of HSEQ objectives.
* Undertake inductions, staff training and development for the Colnbrook team ensuring standards are attained and maintained equally between shifts.
* Undertake functional and personal development training.
* Participate in an annual training needs review and formulation of the preceding year’s training plan.
* Undertake Emergency Response role (Incident Controller / Incident Manager) as called-for at Terminal or Pipeline locations.
* Ensure that the competency levels of sub-ordinates is verified and adequately demonstrated.
* Identify work activities and tasks and implement plans to ensure training is maintained and achieved by maintaining a record of on-the-job assessment and training.
